Description
This procurement is a One Phase Best Value Source Selection using the tradeoff process for the construction of P-444A, Design-Bid-Build Replace Fuel Tanks, Craney Island Fuel Terminal, Portsmouth, Virginia. A firm-fixed price contract will be awarded to the best value offeror in accordance with FAR Parts 15 and 36 using the Best Value Source Selection procedures. P-444A will remove twenty-one aged bulk storage tanks and replace them with a total of six new tanks as follows: four 100,000-barrel tanks for jet fuel, one 40,000-barrel tank for fuel-oil-reclaimed (FOR) products, and one 30,000-barrel tank for FOR products. The new tanks will be the aboveground pile-supported vertical cylinder type with welded steel wall construction, fixed roofs, and sloped bottoms. The scope of work includes intricate construction phasing and coordination, handling and disposal of petroleum contaminated soils, new tank foundations, secondary containment, access pavements, utility serv! ices and connections, cathodic protection systems, leak detection systems, automatic tank gauging, tank and piping coating systems, fire protection systems, security lighting, fuel and FOR transfer pumping stations, water stripping systems, elaborate interconnecting piping, extensive and stringent construction quality control procedures, and detailed installation inspections and testing. Nineteen existing 50,000-barrel riveted steel tanks, two 2,000-barrel FOR tanks, and their associated piping and related appurtenances will be demolished. The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies, and transportation to complete all of the construction described in the plans and specifications. The total estimated construction cost for this project is more than $10,000,000.00. The completion date for this contract will be approximately 1100 calendar days after the award date. The written technical proposal will address Corporate E! xperience, Past Performance, Safety, and Small Business Utilization. The Basis of Award for this procurement shall be based on price and technical merits, which together, constitute a best value to the Government; however, not necessarily the lowest price. The objective is selection of a contractor whose overall proposal demonstrates the best value to the Government based on the specified criteria. The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. Offerors should not assume they would be contacted, or afforded the opportunity, to qualify, discuss, or revise their proposals.
