Description
The Saint Lawrence Seaway Development Corporation intends to issue a Commercial Invitation For Bid (IFB) for Dry Dock and repairs to the Buoy Barge 6704. The NAICS Code is 336611, Size Standard is 1,000 Employees. There is a geographical restriction of 400 nautical miles from the buoy barge's homeport of Massena, New York. The Corporation intends to award a Firm Fixed Price contract to the offeror whose proposal represents the best value to the Corporation based on price and any other price related factors. Bid opening will be held on May 4, 2009 at 1:00 p.m. All responsive bids shall be considered by the St. Lawrence Seaway Development Corporation. The St. Lawrence Seaway intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The solicitation will be issued electronically on or about April 1, 2009 via the Federal Business Opportunity web page at http://www.fedbizops. Hard copies of the solicitation will be available upon request. The tug will be available July 26, 2009 through September 4, 2009. Entire work shall be completed within 6 weeks of tug delivery to the contractor's facility. The scope of the acquisition will include, but is not limited to: 1. Sandblast and Paint Hull; 2. Inspect Bow Thruster Propeller; 3. Install Fathometer Transducer 4. Replace SeaChest Valves and Nipples; 5. Install Port Side Fendering Channels and Fendering. This procurement is subject to the Small Business Competitiveness Demonstration Program and is open to both small and large business. Prospective offerors must be registered in the Central Contractor Registration (CCR) to be eligible for award. Attn: The Department of Transportation (DOT) Short Term Lending Program (STLP) offers financial assistance to eligible disadvantaged, Hubzone, or service disabled veteran owned businesses. Maximum line of credit is $750,000.00 with interest at the prime rate, as published in the Wall Street Journal, plus 2 points.
