- The National Cancer Institute (NCI), Office of the Director (OD), plans to procure on a sole source basis with Donna M. O'Brien, 28 Chestnut Street, Garden City, NY 11530 for support for the NCI Community Cancer Center Program (NCCCP). The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Period of Performance: One year from date of award with one twelve (12) month option period. The National Cancer Institute (NCI) is developing a program to accelerate the delivery of cancer care and research in community-based locations through the development of an NCI Community Cancer Centers Program (NCCCP), that will enable the provision of state-of-the-art, multi-specialty care and early phase clinical trials. The program will improve the reach to 80-85% of cancer patients across the country who do not have access to NCI-designated Cancer Centers. The contractor shall provide recommendations, guidance and implementation strategies to convert concepts into functional tasks for the sites, as well as for NCI program staff who will be facilitating implementation at the sites. Participation in evaluation components and communication strategies shall also be provided. Contractor Requirements: •Health Administration background as evidenced by at least ten years experience. •Leadership experience such as executive level operations and healthcare board of directors experience in the operations and management of health systems, networks and partnerships, including processes to successfully lead the planning and formation of new partnerships and organizational structures. •Experience in coordinating and integrating multi-organizational health systems. •Experience with community-based health care facilities. •Expertise through executive leadership positions and board of directors experience in overseeing complex healthcare systems with large budgets and staff. •Demonstrated skills relating to quality improvement and results-based performance metrics in health care delivery. •Experience in strategic planning, compliance and advocacy relations. Ms. Donna O'Brien is a professional in the field of health administration. She has over 20 years of leadership experience in the operations and management of health systems, networks and partnerships. A key achievement during her career involved leading a systems formation and integration for a health care organization that included five hospitals, four nursing homes, home care and hospice, a special needs organization and senior housing. She has expertise in overseeing complex healthcare systems with large budgets and staff. Ms. O'Brien's experience and knowledge in the specific aforementioned areas of health care are unique for developing a plan to expand NCI's clinical research program, particularly to community-based local hospitals and clinics. Ms. O'Brien has essential expertise in coordinating and integrating multi-organizational health systems into health service networks. She has unique capabilities related to quality improvement and results-based performance metrics in health care delivery. Her experience in strategic planning, compliance and advocacy relations are required to develop this plan for NCI. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET on March 31, 2009 to Melissa Marino, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
