- PLEASE NOTE: THIS SOLICITATION WAS PREVIOUSLY SYNOPSIZED UNDER SOLICIATION NUMBER: W52H09-08-R-0306 This solicitation action will be solicited as a 4 year Indefinite Delivery Indefinite Quantity (IDIQ) Contract utilizing best value criteria. This solicitation is restricted to manufacturers of weapons and items in the U.S. and Canadian only. Requirements include a guaranteed minimum quantity of 4,000 each, M240B Machine Guns (MGs), NSN: 1005-01-412-3129, P/N 12796814, with an estimated total maximum quantity of 21,949. FOB is Origin. Estimated issue date is on or about April 10, 2009. This solicitation incorporates a Technical Data Package (TDP) that cannot be provided via the Internet. Vendors, who need this TDP in order to prepare a proposal, must sign the non-disclosure and non-use agreement, which will be included as an attachment to the solicitation. Signed copies of the non-disclosure and non-use agreement must be completed and submitted to the fax number provided on the agreement before a TDP will be mailed. Any said requests should contain the following information: CAGE CODE, COMPANY NAME, POINT OF CONTACT, STREET ADDRESS, CITY, STATE, ZIP CODE, and TELEPHONE NUMBER. A TDP will be provided by normal mail after the solicitation has been released to the Internet and the non-disclosure and non-use agreement has been executed. A license agreement between FN Herstal and the U.S. Government requires the items to be procured to be manufactured EXCLUSIVELY in the U.S. and Canada. The successful offeror under this solicitation agrees to manufacture the items being procured, EXCLUSIVELY within the U.S. and Canada. The solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hard copies will not be provided. Vendors wishing an electronic copy may download it on or after issue date by accessing the following address via the Internet: https://aais.ria.army.mil/aais/SOLINFO/index.html. Caution: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is, therefore, incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments, which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of the same.
