- AMENDMENT A001 The above referenced solicitation is hereby amended to respond to technical questions submitted. The due date for quotations, 3:30 PM local time on March 18, 2009, remains unchanged. QUESTION: Item 7 seems fairly clear now, in that it appears that this relates to the ability to do 3D X-ray Maps in combination with the FIB. As mentioned this afternoon, FEI has contacted _(THE VENDOR)____ to do this exact thing with the NNL600, and that meeting will take place next week. Delaying the bid response date by 2 weeks would allow us (and other competitors who FEI is also working with) to know exactly what is possible, and to supply NIST with a system that more closely matches your needs. This sort of compatibility and integration requires that the EDS company and FEI work closely together, and the project is still being defined by FEI. RESPONSE: For Line Item 0007, NIST is talking about the ability to communicate with an FEI instrument. All EDX vendors can do this currently. NIST currently has an Oxford EDS system that is integrated with the NNL600 system. NIST also has a custom solution that takes care of the 3D X-ray mapping (non FEI or Oxford). Inclusion of this requirement ensures that the system purchased has the same on the fly analysis capability stated in items 1-5 and can get the signal from NIST’s existing NNL600. Discussion vendors are having to do 3D X-ray mapping is not relevant to item 7 because NIST currently has a way to deal with this. QUESTION: Item 8 - Capability to Interface is still very vague. In essence, it appears that you are asking us if we will write code for you for an as-yet-unknown feature or capability sometime in the future. Without knowing what it is that you may want to do (and what FEI is willing to do), I don't know how any responsible company could say yes to this. RESPONSE: Item 8 is only specifying whether quoters are able to provide programming services to NIST. It is attractive to hire a programming service from the EDS system provider since they will be more knowledgeable about the detection system then a generic software solution provider. So the key question is, does the quoter have the capability to provide custom software development service.
