Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with The Boeing Company for additional sustaining engineering services for the six (6) Consolidated Automated Support System (CASS) Operational Test Program Sets (OTPSs) in support of the F/A-18 Shop Replaceable Assemblies (SRAs) as well as Engineering Support. This requirement is for recurring quantities of CASS OTPSs to test the Advanced Targeted Forward Looking Infrared (ATFLIR) SRAs. The sustaining engineering services are for continuous evaluation of the Test Requirement Documents (TRD) and modifications of the Test Program Sets (TPSs). This effort is based on the evaluation of TRD changes for which the ATFLIR OTPSs were originally developed. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
