- Description: This announcement is for the purpose of soliciting the names of firms interested in submitting an offer for award of the Design-Bid-Build Construction of Wheeled Vehicle Maintenance Facility, Cairo, Egypt. Eligible contractors will be limited to: (1) U.S. firms, (2) Joint Ventures between U.S. Firms, including at least one U.S. firm, or (3) Joint Ventures between U.S. firms and Egyptian firms, including at least one U.S. firm. To be considered a U.S. firm, the firm must perform construction as significant portion of its business; must be incorporated and have had its corporate headquarters in the U.S. for a minimum of three (3) years; shall have filed state and federal income taxes for a minimum of three (3)years within the preceding four (4) year period, having paid any applicable taxes due as a result of such filing; and employ U.S. citizens in key management positions. To be considered an Egyptian firm, the firm must be a minimum of fifty one (51) percent Egyptian owned and be an independently owned firm. Egyptian firms which are partially or wholly owned by or otherwise affiliated with the Government of Egypt or its agencies are ineligible. The magnitude of this construction project is between $5,000,000.00 and $10,000,000.00 USD. A bank letter of guaranty will be required for ten (10) percent of the total contract price. Project Scope: This project consists of the construction and rehabilitation of the existing structures and grounds at Building Number 1 and Building Number 2 at the Wheeled Vehicle Maintenance Department Facility in Cairo, Egypt. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, or vendors. Paper copies of the solicitation and additional copies of the CD-ROMs are not available. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Hard copies of both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-09-R-0040 is 15 April 2009. Tentative date for receipt of proposals is 15 June 2009. Tentative date to award the contract is 15 July 2009. A pre-proposal site visit is tentatively scheduled for the week of 25 May 2009. Firms may not have more than two (2) representatives attend the site visit. The following information is required to process base passes for individuals wishing to attend the site visit: PERSONAL INFORMATION REQUIRED FOR BASE PASS REQUEST FOR EACH INDIVIDUAL: (1) Full Name in English, (2) Nationality, (3) Religion, (4) Date of Birth, (5) Place of Birth, (6) Marital Status, (7) Occupation/Specialization, (8) Work assignment while in Cairo, (9) For U.S. citizens, a clear and legible copy of passport photo for each individual and for Egyptian citizens, a clear and legible copy of their Egyptian identification, and (10) A copy of a current AIDS certificate certifying that the individual does not have AIDS.
