Description
Description The United States Marine Corps is currently seeking information for a non-developmental, Modeled Meterological Information Manager System (MIMM). The Marine Corps has an operational requirement to provide near real time meteorological information supporting indirect fire weapons and target acquisition systems. The Marine Corps is interested in Commercial Off The Shelf/Non-Developmental Item (COTS/NDI) systems that can operate independently or be integrated with existing Government Furnished Equipment (GFE) providing an expeditionary meteorological capability supporting artillery operations. This system should capitalize on existing meteorological databases, models or modeling capability and not require the use of balloons or balloon borne radiosondes. This system or capability should be expeditionary, that is, it should not require the use of a vehicle and should be transportable on a single High Mobility Multi-Wheeled Vehicle (HMMWV) and capable of supporting military operations in all potential theaters of conflict. The attributes that follow describe some of the specific characteristics that are required to provide the desired capability. a. Meteorological data output as standard World Meteorological Organization (WMO) meteorological upper-air messages as well as North Atlantic Treaty Organization Standardization Agreement (NATO STANAG), Ballistic Type 2 (MET:B2), Ballistic Type 3 (MET:B3), Computer Met (MET:CM) Fall Out Met (MET:FM), Target Acquisition Met (MET:TA) and Chemical Downwind Met Message.b. Data suitable for possible transmission to weather agencies such as Air Force Weather Agency (AFWA), Fleet Numerical Meteorological Oceanographic Center (FNMOC), and Meteorological Mobile Facilities (Replacement) (METMF-R), or other government or commercial weather data centers and subsequent ingest to their numerical weather models. c. Be capable of receiving and transmitting information using the Joint Variable Message Format. d. A mature capability that can be provided as three Production Representative Models no later than October 2010 with the capability to produce an additional thirty-two no later than October 2011. Vendor responses should also provide information on the following topics: e. Preferred method of employment (concept of operations) f. Maintenance requirements g. Training requirements h. System reliability/availability i. Warrantyj. Cost per unit(s) Vendors capable of providing a system that demonstrates the attributes stated above, in whole or in part, are invited to submit a response to this notice. Vendors capable of meeting the attributes stated above by making minor product modifications are encouraged to respond to this notice. Vendors should submit detailed descriptions of any candidates to include drawings, pictures, brochures, etc. that will convey the operating principles as well as general and specific system capabilities behind the submissions and their ability to meet the attributes above. Vendors should describe any past or current contracts whose deliverables satisfy items covered in this announcement, either in whole or in part. The Government is interested in procuring thirty-five (35) systems. The Government's intent is to pursue future competition in production. Interested sources are requested to respond NLT 4:30pm EST on 1 April 2009 stating their CAGE code, DUNS number, copy of GSA schedule, business size, SIC Code, and the complete contact information for a corporate point of contact. Interested sources should respond to: Commander, Marine Corps Systems Command, ATTN: IWS/Contracts (attn: L.D. Gillman), 2200 Lester Street, Quantico, VA 22134. Proprietary information shall be clearly marked. This RFI is for planning purposes and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as obligation on the part of the Government to acquire any products or services. Responses shall be treated as information only and part of market research and will not be shared outside of the Government. All information shall be submitted at no cost or obligation to the Government, no entitlement to payment of direct or indirect costs or charges tp the Government as a result of contractor responses to! this announcement. Documentation provided will not be returned.
