- Description
- General Services Administration (GSA) intends to issue a Request For Proposal (RFP) for a Construction Management (CM) professional services contract to perform design phase services (excluding actual design), procurement phase services, construction phase services, construction phase commissioning services, reimbursable supplemental services, claims, testing and miscellaneous services for the modernization of the Nebraska Avenue Complex (NAC) in Washington, DC. The General Services Administration (GSA) has a continuing program that involves a wide variety of design and construction projects to support the Department of Homeland Security (DHS) and the NAC. This program involves both new construction projects and renovations of existing buildings. Some of the existing buildings are historic properties. Project sizes range from small remodeling or repair projects to multi-million dollar new buildings or renovations of major existing buildings. At any given time, the projects are in various stages of development from pre-planning through design, construction procurement, construction and post-construction. The professional and technical services of construction management (CM) firms are required to support GSA in the management of these projects. The task orders to be issued under the contract will be based on scopes of work defining specific requirements. This will a firm, fixed price, Indefinite Delivery/Indefinite Quality (IDIQ) contract covering the duration of this single project. One contract may be awarded. The estimated construction cost to support the DHS and NAC is in the $35 to $47 million dollar range. All work will be performed in accordance with GSA authorized and approved standards. The CM contract will have a fixed fee amount for standard services and an amount set aside for reimbursable supplemental type services. The contract will have a base and four option years. The selection process will utilize source selection procedures in accordance with FAR part 15.3. This solicitation will be set-aside exclusively for small 8(a) business firms in accordance with FAR 19.8. GSA encourages professional firms to participate as prime contracts or as members of joint ventures with other small 8(a) business. Consideration is open to established, qualified firms which currently have active, properly staffed offices within the continental United States (including subcontractors). The RFP will be issued electronically on or about March 27, 2009 on the internet at http://www.fbo.gov/, and all qualified responsible firms are encouraged to participate in this procurement. Proposals will be due 30 calendar days after the RFP issuance.
