- This document provides instructions for completing Standard Form 328, provided in.pdf format This document is a Certificate Pertaining to Foreign Interests Standard Form 328 template in.pdf format This document provides IARPA-BAA-09-02 Broad Agency Announcement (BAA) Appendices 2-4 in.doc format This document represents IARPA-BAA-09-02 Broad Agency Announcement (BAA) in.pdf format The Intelligence Advanced Research Projects Activity (IARPA) is seeking innovative research & development proposals through this broad agency announcement (BAA) for the Biometrics Exploitation Science and Technology (BEST) Program to significantly advance the state-of-the-science for biometrics technologies. Technologies that are not of interest to the IARPA BEST Program are contact-type biometric technologies (i.e. fingerprint, palm, etc.) and ideas for product development or research that would primarily result in incremental, evolutionary improvements to the existing state of practice. The overarching goals for the IARPA BEST Program are: 1) to significantly advance the Intelligence Community's (IC) ability to achieve high-confidence match performance, even when the features are derived from non-ideal data; and 2) to significantly relax the constraints currently required to acquire high fidelity biometric signatures. The IARPA BEST Program will consist of three phases over a five year period. Phases 1 and 2 will be approximately 24 months each, and Phase 3 will be approximately 12 months. Multiple awards are anticipated for Phase 1. Each award for phase 1 is envisioned to consist of a one (1) year base period with one (1) option year. Near the conclusion of Phase 1, proposals for Phases 2 and 3 of the Program will be requested through the issuance of a separate solicitation at that time. This BAA solicits proposals for Phase 1 only. Proposals are due by 5:00 p.m. Eastern Daylight Time (EDT) on May 5, 2009.
