- The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory has a requirement to develop a new MFIRE 3.0 based on the old MFIRE 2.20. The MFIRE 3.0 back-end engine will be written in object-oriented, ANSI-compliant C++. It will be structured as a class library that can be re-used to build new simulation programs that need to model mine ventilation and fires. It will have discrete event simulation capabilities that allow mine ventilation and fires to be tracked over time. However, no improvements are requested regarding the underlying ventilation model. The CDC intends to award a single fixed price contract. The Statement of Work has a four phase approach including the final report (IV), each of which adds additional capabilities to the model. NIOSH reserves the option to fund any phase combination subject to the availability of funds. Therefore, potential vendors are asked to provide separate time and cost estimates for performing each phase. A very simple front-end user interface will also be developed that uses the MFIRE 3.0 class library. This front-end will allow validation of the MFIRE library and permit NIOSH to continue to run MFIRE as a standalone program. However, it is expected that third party developers will utilize the MFIRE library to develop more sophisticated front-ends (such as adding graphical capabilities to view and edit the mine network and progression of simulated fires). For this reason, the front-end developed under this contract should be designed to meet only basic needs for testing and running MFIRE simulations. Further, the class library must be designed as public domain software, and must not require third party developers to purchase additional software or software licenses to utilize it. The RFP will be issued on an unrestricted basis to full and open competition and will be issued on or about April 3, 2009, with a 30 day closing.
