- Description
- The U.S. Secret Service intends to negotiate on a sole source basis with Cogent, Inc., 639 N. Rosemead Blvd., Pasadena, CA, 91107 for annual maintenance on the Cogent Automated Fingerprint Identification system. The primary North American Industry Classification System (NAICS) code is 541511. The SB size standard for this code is $25 million. The reasons justifying the lack of competition are: The AFIS system to be covered under the maintenance contract was originally competitively bid and purchased from Cogent and is a customized solution and contains Cogent proprietary software which is being licensed by the United States Secret Service. In the event modification to the software is necessary, any modification by a third party would be in violation of the software license. The AFIS system contains Cogent proprietary hardware for which only Cogent personnel have the expertise to troubleshoot and repair. The anticipated award will be a Firm Fixed Price Contract. This notice is neither a request for proposal nor a solicitation of offers. The determination of the Government not to open this requirement to full and open competition was made in accordance with FAR Part 6.302-1 and is solely at the discretion of the Government. Entities may identify their interest and ability to meet this requirement via a written capability statement only. All capability statements emailed no later than April 1, 2009, 1:00 PM EST will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice, is solely within the discretion of the Government. Any information received will be maintained for future Market Research requirements. No formal solicitation package is available. Reasonable questions, not excessive in length, will be answered if submitted to the point of contact at the above email address no later than March 25, 2009 at 1:00 PM EST.
