- THIS IS A COMBINED SYNOPSIS/SOLICATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. Solicitation number M6700109Q0078 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. This solicitation is 100% set-aside for small business concerns (See Numbered Note #1). The North American Industrial Classification System (NAICS) code for this requirement is 811310 and the small business size standard is $6.5 Million. NAICS Code 811310 must be reflected in the offeror's Central Contractor Registration (CCR) and/or Online Representations Certification Application (ORCA) records. This acquisition is being conducted in accordance with FAR Subpart 13.5, Test Program ! for Certain Commercial Items. II Marine Expeditionary Force (II MEF) has a requirement for nonpersonal services to provide per-call repair services for an estimated total of 300 International Organization for Standardization (ISO) 8' X 8' 20' containers. The contract type will be a requirements contract pursuant to FAR Subpart 16.503. A firm fixed price task order will be established for each container repair. The resultant contract will include a base period of 12 months plus three (3) one-year option periods, which will be exercised at the discretion of the Government. The contract requirements are outlined in the Performance Work Statement as set forth at Attachment 1. Base Period: 01 Apr 2009 thru 31 Mar 2010Option Period 1: 01 Apr 2010 thru 31 Mar 2011Option Period 2: 01 Apr 2011 thru 31 Mar 2012Option Period 3: 01 Apr 2012 thru 31 Mar 2013 Pursuant to FAR 52.222-41, this acquisition is applicable to the Service Contract Act of 1965. The applicable labor category and minimum wage rate is: Welder, Combination, Maintenance-$17.96. Offerors shall provide the following cost breakdown, which the Government will use in evaluating price: a.Hourly labor rate (inclusive of overhead, general and administrative, and profit) b. Materials. Offeror shall provide the name of two (2) manufacturers' that will be used to obtain materials/parts needed for repairs and also provide the: Discount off manufacturer's price ____% (Offeror may insert a percentage discount off the manufacturer's price.) c. Transportation and Handling of Containers. The contractor may charge a flat rate for transportation and handling of containers for each movement from or to Lot 202 to the contractor's work site. Transportation cost: $_____________. The basis for award is "best value". The evaluation criteria for award pursuant to FAR 52.212-2 are: 1) Technical Expertise: Certifications; (2) Past Performance; and (3) Price.
