Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled, McNary Bridge and Intake Cranes Modifications, Umatilla County, Oregon. This will be a firm-fixed-price contract. Construction magnitude is between $250,000 and $500,000. The period of performance is 180 calendar days. A bid bond of 20% or $3,000,000, whichever is less, will be required. 100% Performance and payment bonds will be required. The Statement of Work includes the following: Remove all wiring and equipment for the north and south upstream and downstream auxiliary hoist load cells and displays on the 140 Ton Gantry Intake Crane. Install one new load indication system for the upstream and downstream hoists (north and south hooks) and modify cab interior to accept new readout display. Replace auxiliary hoist wire rope on the upstream hoist only. Relocate both Powerhouse North and South Bridge Crane operator's cab chairs. Reuse existing control wiring terminated inside operator's chair consoles and remove and install new conduit as necessary for relocation of both operator chairs. Provide all necessary interconnections, services, and adjustments required for a complete and operational Intake Crane Load Cell Indication System and Bridge Crane Control system. Installation shall provide clear space for operation and maintenance in accordance with EM 385-1-1, NFPA 70, and IEEE C2. Install conduit, fittings, and outlet, junction, and pull boxes in compliance with NFPA 70. Install wiring between equipment units or components. Provide and install deflectors, cover plates and counterweights for 2 hammerhead blocks on the Intake Gantry Crane. Provide and install stainless steel shims on the 4 downstream bridge crane trucks. The Contractor shall engineer and design modifications and submit computations and drawings for the bridge crane cabs. The cab modification shall be completely designed, fabricated, assembled, and painted. The design engineer for all calculations and drawings shall be a registered professional engineer. Detailed shop drawings shall be furnished showing all details required to perform the modification work. The operator cab for each crane shall be designed and modified in accordance with CMAA 70, EM 385-1-1, and ASME B30.2. The cab modification will match drawings provided by the Government. The new cab floor portion shall be designed for a load of 100 lb/ft2 of floor area, exclusive of the weight of any equipment attached to the cab. The modified frame shall be constructed of structural steel shapes. New glazing for horizontal and slanted windows shall be installed. Provide a floor hatch in each cab for lowering disabled personnel through the floor. Provide an anchor point located overhead and centered over the floor hatch for the personnel lowering device. The anchor points and supporting members shall be designed for anchoring personnel lowering harnesses. Provide a personnel lowering device for each operator cab. The personnel lowering device shall be a compact industrial descent device for emergency egress. Provide a solid lubricant system to lubricate the outer flange of the northernmost downstream wheel of the south bridge crane. The Contractor shall work with the equipment manufacturers to make available the services of competent installation technicians during installation, startup, and testing responsible for checking the installation and making any field adjustments necessary to obtain a working system within the applicable requirements. The manufacturer's representatives are responsible for supervision of all testing and for providing system training. Conduct preliminary and final inspection of both bridge cranes and the intake crane. Conduct load testing of the Intake Gantry Crane. Provide a field-training course for designated operating staff members for a period of 8 hours of normal working time no later than 7 days after the cranes have passed the final inspections and load tests. Field training includes all of the items contained in the operating and maintenance instructions for the crane. Crane inspectors shall possess the following: a. Have experience and knowledge in performing inspection on bridge cranes and intake cranes of similar size and capacity as the 350 Ton each McNary Bridge Cranes and 140 Ton Intake Crane. b. Certifications from established training institutions that evidences inspectors have attended crane inspection training seminars. c. Are employed as crane inspectors for at least the last two (2) years by a firm specializing in crane inspection work. Contractor is required to follow the procedures in the Army Corps of Engineers Safety Manual, at http://usace.army.mil/CESO/Pages/Home.aspx. This sources-sought announcement is a tool to identify small business concerns with the capability to accomplish the work. Only those firms who respond to this announcement by submitting a statement of their current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above, will be used in the determination whether to set aside this requirement for small business.
