Description
I. INTRODUCTION - Battelle Energy Alliance (BEA), Management & Operating Contractor of the Idaho National Laboratory (INL) is seeking an expression of interest from prospective candidates for a potential lease for a new or existing Industrial Testing and Demonstration Facility. II. PURPOSES - The proposed facility is to house INL activities involving various configurations of engineering-scale, government furnished equipment (g.f.e.) such as dryers, millers, material transportation devices, gasifiers, liquid fuels production units, and systems for materials related to energy production, and to conduct R&D of various processing approaches. Equipment configurations within the facility will change on a regular basis. III. SCOPE - The approximately 40,000 square feet proposed facility must be located or constructed within a 2 mile radius of the existing INL Research and Education Campus (REC) infrastructure. The REC would generally include the Engineering Research Office Building (EROB) and Willow Creek Building (WCB), located on Fremont Avenue, Idaho Falls, ID. • The entire facility shall conform to City of Idaho Falls specifications and codes, and to include an NFPA compliant fire sprinkler protection system for Industrial and Manufacturing type hazard classifications. • The facility requires a ceiling clearance of a minimum 30-35 feet. • An overhead crane with a 20 ton capacity shall be included. The floor area shall be open to accommodate various equipment arrangements • The floor in the area in which the R&D equipment will be stationed must have a load rating of 200 lbs/sq. foot. • A loading dock is required for tractor-trailers and shall have a leveling platform. • An enclosed space of approximately 1,500 square feet separated from operational noise and dust, with locking doors suitable for office space is required. Additionally restrooms (male/female) with provisions for clothing changes and showers shall be provided. • The building shall have heating, ventilation (air changes), and air conditioning in accordance with commercial practice. Additionally, an area to house a feedstock materials library is required (2500 sq. feet). Provisions shall be provided to permit venting of equipment and processes. This is typically via blowers and roof stacks. • The building must have a truck scale. • The building must be within 2 miles of a rail-spur capable of grain, flatcar, and boxcar loading capabilities. • Electrical service for the building must be at a minimum: o 480V, 3-phase sufficient to operate a 4,500A load o 220V, 1-phase sufficient to operate a 2,000A load o 115V service as normally associated with this type building o Motor Control Center with power terminations for handling heavy equipment (such as large horsepower motors, pumps, grinders, blowers, and welding outlets). • Natural gas service is required for the building. The natural gas needs are estimated at approximately 220 therm/hr. It is highly desirable that the building be located near a large natural gas pipeline. • An area of approximately 6-10 acres adjacent to the buildings is required for the lay-down and storage of material/equipment and for vehicle/equipment parking. A paved area is desirable, but not mandatory. • The facility must have a chain link security fence around the perimeter. • Provisions for fire-fighting (such as hydrants or similar devices) must be provided or located in close proximity to the outside storage area. The lease term is proposed at seven (7) years with option years to extend and a sixty (60) day written cancellation notice provision. IV.
