- COMMERCIAL COMBINED SYNOPSIS/SOLICITATION Solicitation # 261136 The date, time and place offers are due is April 23, 2009 at 4:30 pm. PST. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a NAICS code of 424720 - Petroleum and Petroleum Products Merchant Wholesales (except Bulk Stations and Terminals) Type of Contract: This will be a fixed-price service contract with economic price adjustments. Cost adjustments will be made when documented OPUS rack rate increases are provided. Work Statement: The USDA Forest Service, Eagle Lake Ranger District Office, 477-050, Eagle Lake Road, Susanville, requires on-call and weekly delivery of unleaded gasoline. The District’s unleaded delivery needs are based on maintaining and refueling a 500 gallon tank. Description of Line Items 1. Approximately 500 gallons of unleaded gasoline for the Eagle Lake Ranger District office on Highway 36 outside of Susanville CA. (approximately 5 miles). 05/01/2009 thru 9/30/2009 Initial Term: OPUS price per gallon ___________ State & Federal Taxes ___________ Mark up costs ____________ Total Price per gallon: _________________ 10/01/2009 thru 09/30/2010 Option 1: OPUS price per gallon ___________ State & Federal Taxes ___________ Mark up costs ____________ Total Price per gallon: _________________ 10/01/2010 thru 09/30/2011 Option 2: OPUS price per gallon ___________ State & Federal Taxes ___________ Mark up costs ____________ Total Price per gallon: _________________ Instructions to Offerors: The provision “52.212-1, Instructions to Offerors-Commercial”, applies to this acquisition The offeror’s shall provide a quotation that includes: 1) the price per gallon of fuels based on the OPIS rack price by brand on the specific date the fuel is loaded at the refinery. Respondents shall provide a copy of the above noted pricing information with their offers and at any time when requesting price increases. The Offeror shall provide with its quote a firm fixed mark-up price on a per gallon bases. The government will pay the current OPIS price at the time of delivery plus the fixed awarded mark-up price. To obtain price increases during the contract period, a new copy of the OPIS rack rate is required. Cost of the mark-up price shall remain fixed during the contract period. Period of Performance for this requirement is from contract award date through September 30, 2009 with 2 options. The contractors shall provide three (3) past performance references for similar services to include the point of contact name, phone and contract number under which services were provided. If no past performance exists, the offeror shall start this in the quotation. The provision “52.212-2, Evaluation-Commercial Items”, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: past performance and price. Past performance is more important than price. As past performance merits become equal among offerors, then price becomes more important than past performance. All offerors must provide a completed copy of “52.212-3, Offeror Representations and Certifications – Commercial Items”. The offeror must have completed their annual representations and certifications electronically at http://orca.bpn.gov. DUNS Number: TIN Number: ___________________ 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 60 provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least __60___ days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
