- SYNOPSIS OF PROPOSED CONTRACT ACTION /SOURCES SOUGHT ANNOUNCEMENT /SOLE SOURCE NOTICE The National Park Service (NPS) anticipates soliciting a proposal from a single source, Qwest, for a telecommunications Infrastructure Service Upgrade; however, all responsible sources may submit a proposal which shall be considered by the NPS. The NPS anticipates issuing the solicitation on or about April 6, 2009 and awarding a contract in April of 2009. Copies of the solicitation may be obtained by submitting a request to Andy_Fox@nps.gov or fax 307-344-2079 by April 6, 2009. A) Statement of Work: The contract will include the purchase and installation of Telco Infrastructure Service Upgrades through the Qwest Corporation (Qwest). Qwest is the only voice and data Local Exchange Carrier (LEC) operating within the Yellowstone National Park (YNP) boundaries. The contract will allow Qwest to replace / upgrade major highly specialized components of Qwest's infrastructure at three key locations inside YNP boundaries. The infrastructure and equipment to be replaced / upgraded is wholly owned by Qwest. B) Estimated Cost: This work falls into the range of $100,000 - $250,000. C) Anticipated Period of Performance: Work to be completed before September 30, 2009. D) Proposal Contract Type: Firm fixed-price contract with unit pricing. E) Sole source justification, evaluation factors or contractor qualifications: Qwest is the only voice and data Local Exchange Carrier operating inside the YNP boundaries. This contract will allow Qwest to replace / upgrade major highly specialized components of Qwest's infrastructure at three key locations inside YNP boundaries. The entire infrastructure and replacement / upgrade equipment is wholly owned by Qwest. F) The proposed contract action intends for the Government to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
