- This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Mission and Installation Contracting Command Center Fort Bragg (MICCC-FB). The purpose of this SS is to identify qualified businesses concerns that are interested and capable of performing the work described herein. Responses are welcomed from all interested and capable firms. This SS is not restricted to a particular socioeconomic program and/or business size. The MICCC-FB does not intend to award a contract on the basis of responses received as a result of this SS nor otherwise pay for the preparation/submission of any information submitted. As a result of this Sources Sought, the MICCC-FB may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against MICCC-FB shall arise as a result of a response to this Sources Sought or the MICCC-FBs use of such information as either part of our evaluation process or specification development. The MICCC-FB is seeking qualified firms to prepare and distribute the weekly civilian enterprise newspaper for civilian and military personnel at Fort Bragg, North Carolina. The Contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision, and other items necessary to print and distribute the newspaper. This action shall be conducted as a commercial service acquisition in accordance with the policies and procedures set forth in FAR Part 12, AR 360-1 (Army Public Affairs Program), and the DoD Instruction 5120.4 (DoD Newspapers, Magazines and Civilian Enterprise Publications). Were this requirement to materialize, a No-Cost agreement with a two-year Base period or performance and two (2) two-year option periods is contemplated for award. The North American Industry Classification System (NAICS) Code for this acquisition is 511110, Newspaper Publisher. The small business size standard for this particular NAICS code is 500 employees. Any interested parties should submit the following information: 1.Capability Statement to include experience with similar projects of a comparable magnitude. Statement should include your firms general background, experience, qualifications and industry specific awards. A special notation should be made of similar or related programs performed for the Government including documentation with reference to the applicable contract numbers and the supervising agencies. Examples of print quality are encouraged. A copy of the draft Performance Work Statement (PWS) pertaining to this requirement, which is subject to revisions, shall be available for review and shall be provided as Attachment 1 of this SS. A copy of the delivery manifest, which outlines the delivery distribution, shall also be available and will be provided as Attachment 2 to this SS.
