- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Solicitation number is FM285582390021 as a Request for Quotation (RFQ) using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-13 (28 Sep 2006) and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 200704122. It is the offerors responsibility to be familiar with applicable clauses and provisions. The 311 Human Systems Wing Contracting Squadron is soliciting 1 ea, RS-700 Series Mobile Radiation Detection System with (a) RS-701 Controller integrated controller & Data Acquisition System, (b) RSX-1 with user supplied 256 in 3 (4L) Nai Crystal, Detector with imbedded ADS Spectrometer with rugged carbon fiber composite case, (c) Imbedded GPS receiver (12 channel) & antennae, (d) Software; (1) Operating and setup, (2) Computer display, monitoring and data recording, (e) User's manual, (f) Cables and connectors, (g) Operation from 9 VDC to 4DVC, (h) 115/220 VAC mains converter included. 1 each, Crystal Refurbishing Service - RS-701 Controller Integrated controller & Data Acquisition System with (a) imbedded GPS Receiver (12 channel) & Antennae, (b) Software: Operating and set-up, (2) Computer Display monitoring and data recording. The North American Industry Classification System (NAICS) code is 334519 and the size standard is 500 employees. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order or as deemed necessary by the cognizant contracting officer; FAR 52.212-1, Instructions to Offerors, Commercial Item (Sep 2006) and 52.215-5, Facsimile Proposals (Oct 1997) applies to this acquisition. Offerors must be registered in the Online Representations and Certifications system at http://orca.bpn.gov and provide a completed DFARS 252.225-7001, Buy American Act-Balance of Payment Program Certificate (Jun 2005) with the quote. Clauses and provisions may be accessed via the Internet, http://farsite.hill.af.mil. The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007) is incorporated into this RFQ and is amended to add the following clauses: FAR 52.204-4, Printed or Copied Double-Sided on Recycled Paper (Aug 2000) and FAR 52.204-7 Central Contractor Registration (Jul 2006) The solicitation number, FM285582390021, will be made available on the Government Point of Entry (GPE), Federal Business Opportunities (FBO) web site at http://www.fbo.gov.
