Description
This is a sources sought synopsis - there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Synopsis is published for market research purposes only. This market survey is conducted to identify potential sources capable of meeting the requirements for providing Information Technology support to the Washington Army National Guard located at Tacoma, WA. The Proposed Requirement would be as follows: 1.0 DESCRIPTION 1.1 PURPOSE: This is a Request for Information (RFI) and NOT a solicitation. The Washington National Guard is seeking a Cross Domain solution to support its Joint Operations Center (WA-JOC). The WA-JOC Cross Domain system will provide the capability of presenting multiple network domains on single thin client computer monitors. The Thin Client architecture will reduce the requirement to a single computer workstation for each JOC staff position. Specifically, this RFI documents a Government request to industry for information on architectures, approaches, products, technologies, and/or solutions for providing thin client solution for up to 5 networks on a single display. All interested sources are encouraged to respond. 1.2 BACKGROUND WA-JOC candidates must meet or exceed performance requirements contained section 2.1 below, and be capable of meeting an Initial Operation Capability (IOC) in the 4th Qtr of FY 09. 1.3 WAJOC Cross Domain ARCHITECTURE CONSIDERATIONS see attached diagram. 2.0 DISCUSSION 2.1 TECHNICAL DISCUSSION The candidate will be able to satisfy the following requirements: The system will be capable of connecting 5 networks simultaneously, 2 NIPR, 1 SIPR, and 2 other. The system will be activated as a Turn Key, accepted as fully operational by the WA-JOC Program Manager. The work will include: site survey, system configuration, acceptance testing, and training for system administrators and users. The system will include up to 50 Thin Client Workstations. Most of the workstations will be in the WNG Joint Operations Center, others will be located on the local Camp Murray, WA campus connected via LAN. The system must be DOD CAC enabled across the Army GUARDNET XXI and the Air Force WATACO domains. It must also have the ability to connect at least two additional networks. The system must allow the user to cut and paste from one domain/window to the others of the same classification. The system must be able to provide classified access at selected workstations if that requirement is recognized in future developmental spirals. All required software licenses for 1 year from the date of WA-JOC Program acceptance. This project must include the completion of the DIACAP process to generate an ATO for both DOD networks. 2.2 INFORMATION REQUESTED JOC-WA PM is requesting that the following items (where applicable) be provided: 2.2.1. A company description and discussion of company capabilities with respect to fulfilling the objectives outlined in this RFI. 2.2.2. A description of previous experience in the development of a similar cross domain system. 2.2.3. A discussion of how the previous experience can be modified to meet the requirements for the JOC-WA application. 2.2.4. A description of the proposed system architecture. 2.2.5. Provide any additional information that will assist in understanding your responses to the RFI. 3.0 STRUCTURE FOR RESPONSES: Responses to this RFI should be in writing and should be both in electronic and hardcopy form. Limit hardcopy response to a maximum of 20 pages including architecture diagrams. Respondents shall submit five hardcopies and one electronic copy of the response shall be provided in PDF format on CD. The entire submission must be received NLT 10 APR 09. The hardcopies must be typewritten on single-sided paper with one-inch margins on all sides and double-spaced text, and bound in standard binders. Use 12-point font with normal (uncondensed) spacing. WA-JOC Program Manager may choose to meet or communicate with respondents to this RFI. Such meetings would be intended to obtain further clarification of respondent capabilities and technical details. Submissions should identify a point of contact in case meetings are requested. 4.0 PROGRAM AND TECHNICAL DATA Certain program and technical data relevant to this RFI will be made available to potential respondents Please contact Mr. Dan Hughes at Daniel.Hughes1@us.army.mil or (253) 512-7741 to schedule an appointment to review data. 5.0 PROPOSAL INFORMATION, TECHNICAL DATA, AND OTHER INFORMATION WA-JOC PM will only disclose respondent's information to authorized government for purposes of evaluation. Information submitted in response to this RFI constitutes the respondent's written consent to such disclosure. 6.0 In accordance with FAR Part 15.201(e), this RFI is issued solely for information and planning purposes. It does not constitute a solicitation and should not be viewed as a request for proposal. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. The responses will not be considered offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for their expenses associated with responding to this RFI. WA-JOC Program Manager reserves the right to accept, reject, or use without obligation or compensation, any information submitted in response to this RFI that is not proprietary.
