- The Bureau of Reclamation, Yuma Area Office, has a need for project management and engineering support services to enable accomplishment of research projects jointly conducted by Reclamation and other private/public parties. These research projects advance the development of water treatment technologies and speed their adoption and use by the public, helping accomplish Reclamation's mission to develop and sustainably provide water supplies. Typical projects involve utilizing portable and installed water treatment equipment to test novel, unique, or prototype technologies or processes. Projects can vary in terms of types of water treated, types of treatment skids utilized (membrane types, sizes, recoveries; sand filtration, membrane filtration, etc.), types of processes attempted, types of observation/evaluative instruments, and types of control systems used. Overall, the contractor shall provide test management/engineering services for specific research projects to ensure the successful, day-to-day operations of a project. Work involves close coordination with the Government, project partner(s), and the WQIC/YDP operations and maintenance contractor staff, which will require the contractor to be on-site for several hours per week. The minimum number of hours the contractor shall be on-site will vary depending on the nature of the project; but typically will not be less than 4 hours per week. The contractor may be working on multiple projects concurrently, so staffing levels should be sufficient to support multiple projects. This solicitation is being issued unrestricted under Request for Proposal No. 09SP340060 and will be a fixed price IDIQ contract. For this acquisition, the North American Industrial Classification System Code is 541330 and the small business size standard is $4.5 Million. It is anticipated that the solicitation will be issued on or about April 7, 2009 and the date and time for receipt of proposals will be on or about May 7, 2009, 2:00 p.m. local time, however, all dates in this announcement are subject to change. The Request for Proposals will be issued via www.fedbizoppps.gov but the Government reserves the right to issue the solicitation on paper or CD-Rom in the event the website becomes inoperable or if the Contracting officer determines it is in the Government's best interest to do so. Offerors should register on the website to be included on the offerors list in order to receive notifications pertaining to the solicitation, or visit the website after April 7, 2009, in order to access the solicitation and any subsequent amendments and/or notices. Effective October 1, 1997, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. Registration can be accomplished through the World Wide Web at http//www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
