Description
National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition Branch, on behalf of the National Institute on Neurological Disorders and Stroke intends to negotiate on FAR 13 basis and award a purchase order on a noncompetitive basis to LCG Systems, 6000 Executive Boulevard, Suite 410, Rockville, MD 20892 The period of performance is 12 months with one year option period. This is a notice of intent and not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. sole source justification is based on CollectionPro serving as the primary management tool for electronically log all obligation data, generate standard routing documents, acceptance letters and acknowledgment letters without redundant data entry. The only available source to provide the level of support required. Statutory authority: FAR 6.302-1(c), Brand-name or equal. This request is for the purchase of Brand-name or equal item. CollectionPro Software Application shall include the following: 1)Setup and implementation, 2) Initial user training for up to 6 individuals (up to 6 hours total), 3)Software updates for one year, 4) Certification and Accreditation (C&A) documentation in template form, 4) Four (4) hours of technical phone support. LCG Systems owns the proprietary rights to CollectionPro software which is produced and manufactured in the United States. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements for a software database to host the application. (2) Past Performance. Offers will also be evaluated on best value in relation to price and evaluation factors. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition.
