Description
Notice of Intent to Award a Sole Source Procurement. The Government intends to issue a sole source contract for the privatization of electric distribution system for the Utah Air National Guard Base (ANGB) located at the Salt Lake City International Airport, to Rocky Mountain Power. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. Rocky Mountain Power (Contractor) will assume ownership of the above-mentioned utility system and will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. The utility systems will be conveyed via a Bill of Sale upon award of the contract. The electric system being privatized is described as follows: The Utah Air National Base (UTANGB) lies within the boundary of the Salt Lake City International Airport (SLCIAP) along a portion of the eastern segment of the SLCIAP. The airport is owned by the city and base property is leased. The UTANGB is home to the 151st Air Refueling Wing and occupies approximately 135 acres of the SLCIAPs five square miles of land. The base has a total 65 buildings: 3 services, 14 administrative, and 48 industrial buildings, amounting to approximately 500,000 square feet. There are approximately 460 full-time personnel and 1,460 personnel during the once a month unit training. Electrical power for Salt Lake City IAP (ANG) enters the base at a single location underground near the south gate. The nominal system voltage is 12470Y/7200 volts. There are approximately 14,900 linear feet of circuits that are 100% underground and in duct banks. Configuration is primarily delta connected with some wye connected on the secondary feeds. Electric power is distributed by an underground branch system that can be controlled by 10 pad mounted sectionalized switches. There are 7 pad mounted single phase 50 kVA transformers, 19 three phase transformers ranging from 75 to 1000 kVA and 35 electric meters. The ductbanks are buried at an average depth of three feet with warning tape buried approximately 12 inches below surface grade. There are no substations or unique components associated with this system. Base personnel indicate the system capacity is adequate to meet current and future demands. Competitive proposals were requested in 2001 and no offers were received. This notice is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of DoD Utility Privatization Policy dated 2002. However, interested persons may identify their interest and capability to respond to the requirement. This information shall include: confirmation of your understanding that the requirement includes purchasing the distribution system, and then entering into a 50-year contract for the operation, maintenance, repair and replacement of the systems; furnish us with references indicating your prior experience operating, maintaining, repairing and replacing such systems; and indicate how you would meet the emergency response time requirement of one hour. All responses received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
