- Description
- The U.S. Army Corps of Engineers, Transatlantic Programs Center, in Winchester, Virginia is soliciting names of firms interested in submitting an offer for a Design/Build construction contract to construct New Roads in Bagram Airfield (BAF), in Afghanistan. Project Scope: Complete design for and construct up to 22 kilometers of roads on the Bagram Airfield (BAF) as part of the overall phased roads construction program at Bagram Airfield, Afghanistan. The scope of work includes the design and construction of roads with gravel shoulders and asphalt surfaces supporting normal mission vehicle traffic, providing alternate routes to ease traffic flow, supporting emergency response vehicles, and providing diversions for construction traffic. Design and construction of three bridges will be required where roads cross Coyote Creek. The magnitude of this construction project is between $25,000,000.00 and $100,000,000.00 USD. The expected contract duration is seven hundred seventy (770) days. Plans and Specifications: The plans and specifications will be posted on a file transfer protocol (ftp) site for download. The solicitation will not be made accessible to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a Request for Proposal(RFP)utilizing unrestricted competition. Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis, for a single award. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-09-R-0044 is 15 Apr 2009. Tentative date for receipt of proposals is 18 May 2009. A pre-proposal conference/site visit is tentatively scheduled for 26 Apr 2009. Tentative date to award the contract is 06 Jun 2009.
