- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO Request For Quotation (RFQ) number is N66604-09-Q-2780 and is expected to be released on or about 04/03/2009. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27.NUWC Division Newport intends to award a firm fixed price contract to AT&T Government Solutions for the procurement of (1 ea) COBALT fiber-optic sensor system. Required delivery is 30 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. NUWC's existing detection, classification, and localization (DCL) processing chain has been designed and built around the COBALT sensor system. In order for the fiber optic testbed to match the sensors being used in pre-existing NUWC applications, and for existing DCL algorithm compatibility, it is essential to utilize the COBALT sensor in the fiber optic test bed as the COBALT system is the only source available which meets system specifications. The proposed contract action is for supplies and services for which! the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
