Description
The Naval Air Warfare Center Aircraft Division, Lakehurst intends to procure a modified commercial-off-the-shelf, light-weight, battery operated Bonded Materials Tester (BMT) to replace the Navy’s legacy units. Current assets will be replaced with a ruggedized, portable, multi-mode system capable of Pitch-Catch, Mechanical Impedance Analysis and Resonance modes. The BMT will be used at Navy/Marine Corp Aircraft Intermediate Maintenance Activities to inspect bond integrities of aircraft structures that are constructed of either metal or composite materials. The BMT shall detect defects such as debonds, delaminations, and crushed core. Contract award will be contingent on evaluation of written proposals. The required basic quantity is five (5) pre-production BMT units. The initial pre-production units shall be presented for testing and inspection no later than 210 days after contract award. Upon approval of the pre-production units, a total of up to 95 production units may be issued over a 4 year period. The production units are to be delivered within 60 calendar days ARO. The BMT program shall meet the requirements of Navy shipboard environments as well as all logistics documentation to support the Navy’s maintenance and training philosophy. The Government is soliciting on an unrestricted procurement via a Firm Fixed Price type contract that will be open to all prospective offerors. Proposals received will be evaluated under the factors of Technical, Past Performance and Price. All BMT units will be packaged in accordance with best commercial practices. Delivery shall be FOB Origin. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil Select “Doing Business With Us” and then “Open Solicitations.” Look for amendments on the web page. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The solicitation will be posted on the web, on or about 06 April 2009. The Government will not accept electronic proposals.
