- Performance Work Statement (PWS) In accordance with FAR 52.215-3, Request for Information (RFI) or Solicitation for: LANGUAGE AND AREA STUDIES IMMERSION (LASI) PROGRAM AND REGIONAL AFFAIRS STRATEGIST IMMERSION (RASI) PROGRAM This is a combined Sources Sought Synopsis and RFI. a- The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. b- Although ‘proposal' and ‘vendor' are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. All responsible businesses, including small businesses, are encouraged to respond to this RFI. This synopsis is for planning purposes only and neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This Sources Sought Synopsis is supporting the International Affairs Specialist (IAS) branch (within SAF/IAPA) developed the Language and Area Studies Immersion (LASI) Program to provide Regional Affairs Strategist (RAS), attaché'-designate, and Military Personnel Exchange Program officer foreign language and area studies training in either an overseas (immersion) or replicated (Isolated immersion in the U.S. environment. The IAS Branch also developed the Regional Area Studies Immersion (RASI) program, designed to be a joint venture between the contractor and the IAS Branch. The contort will provide certain aspects of the training and the IAS Brach will provide others, In general terms, the contractor will take over responsibility for the student after the student has arrived in-country and through-out the RASI. To facilitate the number of immersion sessions (for the purpose of clarity, the term immersion refers to either LASI in -county immersions, RASI in-country immersions, or U.S. based isolated immersions), the IAS Branch seeks to establish a contract between the IAS Branch and a foreign language immersion contractor capable of delivering both in-country and isolated immersion programs, under both the LASI and RASI constructs. The contractor shall offer LASIs in the languages and countries, if applicable) for approximately 150 students per year and RASIs for approximately 30 students per year.. The contract is expected to be awarded as a 60 month period of performance. Potential sources should include their size status for NAICS code 611630.
