Description
Contractor Capability Survey THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the requirement detailed below. A formal Solicitation, with Performance Work Statements or Technical Exhibits is not available for review at this time. Information obtained from this sources sought notice may result in a future formal Request for Proposal. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. We are conducting research to identify potential sources that may possess the expertise, capabilities, and experience needed to meet the requirement to upgrade, design, build and integrate a new capability into an existing dynamometer system for an existing Air Force 16 foot diameter 153,000 lb variable inertia aircraft wheel and brake dynamometer at the Landing Gear Test Facility(LGTF) located at Wright Patterson AFB Dayton Ohio. The LGTF upgrade project will involve overall contract management and systems engineering approach to provide a new aircraft dynamometer capability within 24-30 months of contract award. The contractor shall be responsible for the overall project management and systems engineering integration of hardware procurements, facility modifications and integration to include both hardware and software. The lead contractor will be required to use a multi-disciplined engineering approach involving mechanical, electrical, dynamic-vibration controls, systems and civil engineers to successfully integrate and upgrade the existing system. Note the new aircraft dynamometer capability will allow an expanded test envelope for test and evaluation of aircraft, wheels, brakes, tires and landing gear systems. A synopsis of requirements are listed in the following paragraph: This new system capability will involve the design of new high horse-power (~ 800 hp) DC electric drive motor(s) coupled to variable inertial dynamometer wheel (up to 153,000 lbs) to provide: high torque (24,000 ft-lbs), high acceleration (5 ft/sec/sec), continuous motor operation at low-speed, high-load (<15mph, 50,000lbs vertical) for aircraft wheel, brake, tire and landing gear testing; in addition, a 3-D articulating carriage integrated with the existing dynamometer will be required to provide ±30 yaw and ±10 camber to test various aircraft mission simulations. An integrated computer controlled data acquisition system (2 KHz real-time with 16 bit) with precision speed control (≤ 1%) up to 200 mph will also be required. Facility site preparation within the Landing Gear Test Facility located in Area B, building 31 at Wright-Patterson AFB will involve high voltage main power switch (6900 volt 3 phase), step-down transformers, mounting foundation and support platforms (high-torque DC drive motors/controllers/carriage). The North American Industry Classification Systems (NAICS) Code for this effort is 334519, with a small business size standard of 500 employees. All interested parties shall submit a capabilities package which explicitly demonstrates capabilities and expertise related to this effort. Foreign national participation on-site at Wright-Patterson AFB is not permitted. The capabilities package requirements are to be presented in accordance with the attachments entitled "Contractor Capabilities Survey." Your package should demonstrate capabilities, expertise and past performance relevant to the requirements cited above This is a Sources Sought Synopsis for market research purposes only and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Participation is strictly voluntary with no cost or obligation to be incurred by the Government. Responses submitted should as two copies, a maximum of ___15____ pages in length, and should follow the format and content as shown on the attachment entitled: Contractor Capability Survey.
