Description
A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d): The Contracting Officer hereby determines that this action represents the best value to the Government in accordance with FAR 8.404(d) in that ADT exclusively possesses the technical expertise and understanding of Offutt AFB's security requirements to provide and maintain motion/heat devices in accordance with ever-changing requirements. As a result, an award to a new contractor would not be realistic for the following reasons: i. Removing ADT's equipment and installing new equipment would unacceptably disrupt base security. The Security Forces estimate it would be at least a one-year effort and require an additional 40 personnel working 12 hour shifts, seven days a week to cover the 760 critical areas on Offutt AFB to include over 40 Sensitive Compartmented Information Facilities (SCIF's). Any breach of security would jeopardize the 55th Wing, HQ AFWA, 97 IS and STRATCOM's ability to support their respective missions including the current war effort. ii. To remove and replace the entire ADT system is expected to cost an estimated $8.3 million based on market research conducted by 55 SFS and 55 CES. This figure does not include an unspecified cost for the added burden of providing manning for physical security during the transition from ADT's system to a new contractor's system. With the increased ops-tempo, deployments within the Security Forces community, and world climate, it would be impossible to accomplish without additional measures. Furthermore, the replacement costs for equipment and transition are extensive, and funds are not currently budgeted to support an effort of this magnitude. A sources sought synopsis was posted on Fed Biz Ops on 26 Dec 2008 identifying a sampling of common equipment currently utilized. A comparison of the pricing results from the respondents found that ADT was an average of 48% less than all other respondents. Based on above results, the current contract, ADT's GSA contract (GS-07F-8854D) pricing, and comparison of similar items on other GSA schedules, the price will be determined fair and reasonable.
