- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a contract on a noncompetitive basis in accordance with FAR 6.302-1(a)(2) Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements to Florida International University (FIU), Miami, FL. This contract action is the continuation of the habitat monitoring and assessment of the Cape Sable seaside sparrow (CSSS) in response to the Interim Operational Plan (IOP) within Everglades National Park. This study is intended to address concerns expressed by the U.S. Fish and Wildlife Service regarding the effects of the IOP on the Cape Sable Seaside Sparrow, and subsequently the Combined Operational Plan (COP) that will succeed it. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $7 Million. The sole source determination for this acquisition is based upon the specialized expertise and knowledge of FIU through their directors, Drs. Ross and Sah, of the CSSS to satisfy the Governments need to document, with scientific validity, the response of sparrow habitat to operational plans. This monitoring study is a continuation of the work done at FIU over the previous years and must be directly comparable to it in order for the Corps to evaluate the performance of the project and make adjustments as needed. Drs. Ross and Sah have developed specialized field sampling protocols, analysis techniques, and acquired extensive experience and insights from their previous field work to enable a scientifically sound approach to carry out further data collection. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
