Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S. Army Corps of Engineers, Jacksonville District, intends to negotiate and award a contract on a noncompetitive basis to the University of Florida, Gainesville, FL. This action shall be undertaken in accordance with FAR 6.302-1(a)(2) Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. The procurement action is to conduct monitoring of wood stork and wading bird reproduction in WCAs 1, 2 and 3 of the Everglades. The US Army Corps of Engineers is required to conduct this study pursuant to the biological opinion issued by the U.S. Fish and Wildlife Service. This will be a continuation of studies conducted by Dr. Peter Frederick (principal investigator) of the University of Florida and these studies must build on Dr. Fredericks previous work and be directly comparable to it in order to provide a scientifically valid database. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $ 7 million. The sole source determination is based upon the experience, skills, and expertise possessed by Dr. Peter Frederick which he has developed over his years of work on the wood stork. An award to any other source would adversely affect the U.S. Army Corps of Engineers ability to evaluate the effects of wood stork and wading bird reproduction in WCAs 1, 2, and 3 of the Everglades. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this electronic notice must be made by 4:00 p.m. EST on 26 March 2009.
