Description
This is a modification to the synopsis entitled FY2009 IPP SEED FUND CALLANNOUNCEMENT which was posted on February 19, 2009. The Innovative Partnerships Program (IPP) provides technology for NASAs MissionDirectorates, Programs and Projects through investments and technology partnerships withindustry, academia, government agencies and national laboratories. As one of NASA'sMission Support Offices, IPP supports all four Mission Directorates and has programoffices at each of the ten NASA Centers. The IPP Partnership Seed Fund over the last fewyears has demonstrated success by enhancing NASA's ability to meet mission technologygoals by providing seed funding to address barriers and initiate cost-shared,joint-development partnerships. The IPP Seed Fund is used to provide "seed" funding toenable larger partnerships and development efforts to occur and will encourage, to themaximum extent possible, the leveraging of funding, resources and expertise from non-NASApartners, NASA Programs and Projects and NASA Centers. This Call to NASA Centers is soliciting proposals for cost-shared partnerships withindustry, academia, research institutions, national laboratories and other governmentagencies for joint development of technology that is of Mission interest to NASA. Awardsmade under this Call are contingent upon NASA budget appropriations and fundingavailability. This solicitation is being distributed through the NASA Center IPP Offices(IPPO). In order to solicit external interest for partnerships through this Call, thisAnnouncement is posted to Fedbizopps.gov and the http://nspires.nasaprs.com/external/ website. Responses to this Announcement must involve partnerships with NASA and bereceived from NASA personnel participating as a Partnership Manager (PM) in the CenterIPP Office; with proposals including both an internal NASA Co-Principal Investigator(Co-PI) and an External Co-PI.Proposals submitted directly from parties external toNASA will not be accepted.Proposed projects, due for submission by April 30, 2009*, must include one or morenon-NASA partners in addition to non-IPP NASA partners who are committed to cost-share ata desired level at least equal to or greater than the IPP funding provided to theproject. For prior Seed Fund projects in the aggregate, additional internal NASAresources have typically matched IPP funds with external resources matching total NASAresources for a nearly 4:1 total leveraging for the project, relative to the IPP funding. Higher leveraging is desired and may enable more awards. Acceptable cost-sharing fromthe partner excludes any sunk costs and includes only actual dollars applied directly tothe project, in-kind considerations such as workforce labor and the use of unique anddedicated facilities and testbeds. Monetary valuation of partner in-kind facility and/ortestbed access should be based solely on actual costs incurred by the partner in theperformance of the proposed project, and should not reflect the partner'salready-incurred cost for developing the technology including the original capitalexpenditure for construction of the subject facilities and/or testbeds. * FY 2009 Seed Fund is on hold. Original proposal due date of April 30th to be extendedif funding issues can be resolved. For further information and questions regarding this announcement, including the fullPartnership Seed Fund Call for Proposals 2009, visit the IPP Seed Fund website(http://ipp.nasa.gov/ti_seed_fund.htm ) or kindly contact the IPP Points of Contactat any of the ten NASA Centers listed below.
