- COMBINED SYNOPSIS/SOLICITATION Wavelength Measurement System (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NB818030-9-09186SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 334516. The small business size standard is 500 employees. (V and VI) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services specifications: CLIN 0001 - Wavelength Measurement System Wavelength measurement range must cover range between 500 and 600 nm. Resolution - 10 MHz Single mode fiber coupled Relative accuracy should be +/- part 10 to the 7th power. Double PID servo option for feedback control of two lasers Calibration source included Multichannel switching capability for at least two beams. Absolute accuracy - +/- 60 MHz (VII and VIII) Place of delivery is the Department of Commerce, Shipping and Receiving, 325 Broadway, Boulder, CO 80305. Delivery shall be FOB Destination Boulder, CO. Delivery will be due May 8, 2009. Offerors shall state the offered Delivery ARO. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Sep 2006), applies to this acquisition. In addition to written price quotes, offers are instructed to provide (identify any other documents required to evaluate quotes, e.g., descriptive literature, capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), past performance references, etc.) (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: Offers will be evaluated on specifications met, delivery time and price. As set forth in paragraph (a), an award will be made to the firm offering the best value to the Government. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2006), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2007) applies to this acquisition. (XV) The Government intends to award a firm-fixed-price order resulting from this solicitation including both the product and shipping costs.
