- The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health (NIH), intends to solicit proposals for sources to conduct clinical trials to evaluate the role of angiogenic factors, adipokines, and emerging molecules in the pathogenesis of preeclampsia and gestational diabetes in women with chronic hypertension or obesity to determine molecular interrelationships between preeclampsia and gestation diabetes mellitus (GDM) and to determine whether change in vaginal flora during pregnancy is associated with pregnancy outcome. Women with chronic hypertension or obesity represent high risk populations for preeclampsia and GDM. Understanding the pathogenesis of preeclampsia and GDM and their interrelationship among high risk populations is critical for devising effective prevention and treatment strategies. Currently, scant pathophysiologic data are available. Inferences from previous studies have been limited by cross-sectional design. There have been few prospective studies with longitudinal measurements of important biomarkers, especially among high risk women. To successfully carry out this study contractors will be expected to work closely with NICHD Investigators, a Data Coordinating Center and other Clinical Centers to finalize the study protocol, a manual of operations, and develop data forms. The contractor will be required to recruit, track and retain for 3 years at least the minimum number of subjects (estimated to be 24 per year) of each type – pregnant women with chronic hypertension without diabetes and with or without obesity; healthy pregnant women obese women, and healthy pregnant women who are not obese. Additionally, contractors will be required to collect and process a large number of biological specimens; recruit and train research staff in data collection and ultrasonography; and provide adequate facilities and equipment to support all aspects of the study. Information in the anticipated RFP supersedes any information in this presolicitation announcement. It is anticipated a cost reimbursement type contract with one base year and three option years will be awarded as a result of the solicitation. This acquisition has been designated as full and open competition under the North American Industry Classification System (NAICS) code 541712.
