- Request for Information (RFI) for Network Operations Situational Awareness (NetOps SA) Systems Development <h4>Contracting Office Address:</h4> Defense Information Systems Agency, DITCO-Scott PL8313, P.O. 2300 East Drive, Bldg 3600, Scott AFB, IL, 62225-5406 <h4>Description:</h4> PURPOSE : The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to continue the development and production of two operational, enterprise-wide NetOps SA information systems: the Global Information Grid Customizable Operational Picture (GIGCOP) and the Computer Network Defense User-Defined Operational Picture (CND UDOP). The Government anticipates requiring the vendor to integrate these two systems into one system in order to reduce overlapping capabilities, commercial off-the-shelf products/licenses, maintenance and sustainment costs, and optimize development resources and system footprints. The Government anticipates a contract award in 4 th quarter FY09. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal or a promise to issue a Request for Proposal in the future. This RFI does not commit the Government to contract for any supply or service. Respondents are advised the U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI. BACKGROUND: The Government provides the following high-level descriptions of the two systems, GIGCOP and CND UDOP. GIGCOP is a thin client Web application, required to provide near real-time NetOps SA for the DoD personnel working in NetOps management centers around the world. GIGCOP integrates fault, performance, configuration, and provisioning management data from network, application, computing, and CND event management and monitoring systems (both unclassified and classified) to provide a comprehensive NetOps SA view of the GIG Enterprise. Current development efforts include, but are not limited to, further integration of additional NetOps data sources, conversion to a Services Oriented Architecture, graphical user interface improvements, and improving correlation and mission impact assessment information for the users. CND UDOP is a thin client Web application, required to integrate CND data sources from various DoD inventory, vulnerability, incident management systems, and attack sensing and warning systems; correlate data; and provide situational awareness and actionable information about the GIG Enterprise to DoD personnel working in Network Defense centers around the world. CND UDOP is currently expanding to integrate additional data sources, convert to a Services Oriented Architecture, and providing additional capabilities for the incident management community. TARGET AUDIENCE : In particular, only small businesses are requested to respond to this RFI to assist the DISA Program Executive Office for Information Assurance and NetOps (PEO-IAN) in formulating an acquisition strategy that fairly considers small business ability to participate in the acquisition, either as prime contractors or as subcontractors. <h4>Sources Sought</h4> This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the North American Industry Classification System (NAICS) Code 541712. In addition to Small Businesses, this Synopsis is encouraging responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Veteran-Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, Small Disadvantaged Small Businesses, Historically Black Colleges and Universities/Minority Institutions (HBCU/MI), Small Business Joint Ventures, Consortiums and Teaming Partners. This Sources Sought Synopsis is issued to assist the Agency in performing market research to determine whether or not there are qualified and capable Small Businesses to provide the aforementioned service. Two or more qualified and capable small businesses must submit responses that demonstrate their qualifications to make a determination for a small business set-aside. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). Interested small businesses meeting the small business standard of NAICS code 541712 are requested to submit a response to the Contracting Officer within 7 calendar days of issuance of this RFI. Late responses will not be considered. Responses should provide the business's DUNS number and CAGE code and include a statement of self certification under the NAICS code. Additionally, responses should include recent (completed within the last three years or work that is on-going) and relevant experience (work similar in type and scope, as specified herein) to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers where the responder performed the relevant work. Marketing brochures and/or generic company literature will not be considered. Not addressing all the requested information shall result in the Government determining the responder is not capable of performing the scope of work required. Requested Information: Interested vendors are requested to submit a maximum five (5) page capabilities statement describing their knowledge of and abilities to perform the following: a. Demonstrate current/recent past experience (within the last year) in supporting similar efforts in the Department of Defense (DoD) (preferred) or other U.S. Federal Government department/agency. The vendor must have proven experience delivering complicated systems engineering and technical development services within the Federal Government with emphasis in the telecommunications and network security environments. b. Describe the ability to perform the following activities for both systems (GIGCOP and CND UDOP): •- Continue to develop and deliver capabilities for both systems independently until such time the Government decides to integrate the systems •- Continue to sustain and maintain the operational baselines of the systems in the production environment •- Maintain the strict security accreditation each system requires in the development and test lab environment (Government site) and production environments (Government sites) •- Maintain the configuration management and control processes for each system •- Assume all responsibilities on day one of the effective date of the contract, with a full staff of qualified, trained, and cleared personnel (described in detail below) required to accomplish the tasks of the contract and to ensure no loss of service, support, and security posture during transition from the incumbent contractor •- Develop test plans and conduct tests to ensure system developments provide the required capabilities •- Provide required system documentation deliverables to include, but not limited to: system engineering plans, detailed schedules, test plans, configuration management process and plan, software design specifications, requirements traceability matrix, system user guide, developer and system administrator guides, security accreditation documents, functional requirements specification, system architectures and views •- Provide general and specialized user training and computer-based training products c. Demonstrate current experience in successfully implementing a structured program within the Department of Defense or U.S. Federal Government, including, but not limited to: providing personnel with current DoD Secret clearance (minimum) and specified personnel with current DoD Top Secret and Top Secret/SCI clearance; and maintaining a workforce (estimated between 40-50 FTEs) with the knowledge, skills, and abilities (as detailed below) in a very competitive job market, as exists in the National Capitol Region (NCR). d. Demonstrate the ability to provide the required workforce with the following knowledge, skills, and abilities : - Both UNIX and Windows-based operating systems for multiple server and client system administration - Junior and senior level skilled workforce (e.g., system architects, software developers, database designers and administrators, system administrators) with experience covering ALL the following COTS software, operating systems, and software integration code languages: - PL/SQL for Oracle - XML - WS Notification Enterprise Service Bus - Web Services (REST and SOAP) - Solaris - Windows XP - Windows 2003 Server - Lucent's Integrated Service Assurance (ISA) - Business Objects - Tomcat - Apache - ESRI ArcGIS - Adobe FLASH and FLEX - JAVA Script - AJAX - Senior systems engineers, architects, and scientists with experience and application of Commercial Best Practices in the following disciplines: Services Oriented Architecture, Web Services development, data integration and correlation, graphical user interfaces, and systems integration. - Certified information security engineers experienced in the DoD Information Assurance Certification and Accreditation Process (DIACAP) used to document the security of classified and unclassified information systems composed of hardware, COTS software, and unique software developed to integrate several COTS software components into these systems. e. Demonstrate the ability to manage task order financials, deliverables and monthly status. The contractor shall demonstrate the ability to manage/lead a multi-contractor team to execute multiple tasks to achieve successful results and meet deliverables within Government-specified schedule and cost objectives. f. Demonstrate the ability to implement industry best practices and management processes to ensure timely and effective mission accomplishment. g. Demonstrate an understanding of the Department of Defense and the ability to provide expertise and experience to accomplish the required tasks. <h4>Responses</h4> Responses to this RFI are to be submitted by e-mail to encore2@disa.mil and RECEIVED by COB 27 March 2009. Responses must be single-spaced, Times New Roman, 12 point font, with one inch margins all around, compatible with MS Office Word 2003, with a total page count not to exceed five (5) pages. Subject for the e-mail response shall be: RFI Response: E200203.00 - NetOps SA Systems Development. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and Contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
