Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. Department of Health and Human Services, Center for Disease Control and Prevention, Acquisition and Assistance Field Branch (Pittsburgh), Post Office Box 18070, Cochrans Mill Road, Pittsburgh, PA, 15236-0070 hereby announces its intent to issue a purchase order (Particle Instruments LLC) for a fine particle sampling system, accessories for automotive sampling setup, and residence time chamber. The sampling system based on partial dilution of the exhaust is needed to allow for cooling exhaust, preventing condensation, and simulating processes related to release of exhaust gases and particulates in the environment. The system would allow for measuring concentrations and size distributions of aerosols using instrumentation such as Scanning Mobility Particle Sizer, Fast Mobility Particle Sizer, Electrical Low Pressure Impactor, and Nanoparticle Surface Area Monitor. The same system would be used to obtain filter samples for chemical and toxicological analysis. Since the system will be used for research purposes it should have enough flexibility to allow for control of various dilution parameters and allow for simulation of the environment conditions typically observed in underground mines. One of the objectives of the aforementioned projects is investigation on the effects of various parameters on the properties of diesel aerosols in the occupational environment. The system should meet the following minimum requirements: 1. The system should supply at least 50 lpm of diluted sampling flow rate; 2. The dilution ratio should be between 1 :20-1:200; 3. 'The primary and secondary dilution ratios and dilution temperatures should be adjustable; 4. The dilution air should be filtered and temperature controlled; 5. The system should be fully automated and software controlled; 6. The information on dilution ratio should be acquired and calculated iin real time; 7. The system should be mounted in the mobile rack to allow for easy transfer around the laboratory. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Particle Instruments LLC, PO Box 270393, Vadnais Heights, MN, 55127, as the only source and a purchase order will be issued without any additional notices being posted.
