Description
The Defense Logistic Agency (DLA) is interested in identifying qualified business concerns that are interested in and capable of reviewing, evaluating and recommending improvements to the Procurement Technical Assistance Cooperative Agreement Program which is executed by DLA’s Office of Small Business Programs. This is in support of DLA’s goal to improve the program by streamlining the solicitation and award process and procedures, implementing effective program management practices and budget controls, and measuring program outcomes and results. Potential contractors must have experience with the DOD Grant and Agreement Regulations, 2 CFR Part 220 Cost Principles for Educations Institutions (OMB Circular A-21), 2 CFR Part 225 Cost Principles for State, Local, and Indian Tribal Governments (OMB Circular A-87), and 2 CFR Part 230 Cost Principles for Non-Profit Organizations (OMB Circular A-122), and OMB Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations, and the solicitation, evaluation of applications, award, administration and management of cost sharing Cooperative Agreements. Experience with the Procurement Technical Assistance Cooperative Agreement Program (Chapter 142 of Title 10 USC) is desirable. As the Federal Acquisition Regulations (FAR) and Department of Defense FAR Supplement (DFARS) do not apply to cost sharing cooperative agreements, experience in this area is not considered relevant. The purpose of this Sources Sought Notice is to identify organizations with the capability to perform this effort and assess the competitiveness of the market. This notice does not in any way constitute a Request-For-Proposal (RFP) and as such, shall not be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice nor otherwise pay for information/items provided in response to this notice. Responses to this notice shall not exceed two pages and include the following information: (1)Name and address of the organization (2)Point-of-contact information to include name, title, telephone number, and email address (3)Experience with the DoD Grant and Agreement Regulations (4)Experience with 2 CFR Part 220 Cost Principles for Educations Institutions (OMB Circular A-21), 2 CFR Part 225 Cost Principles for State, Local, and Indian Tribal Governments (OMB Circular A-87), and 2 CFR Part 230 Cost Principles for Non-Profit Organizations (OMB Circular A-122). (5)Experience with OMB Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations. (6)Experience in the solicitation, evaluation of applications, award, administration and management of cost sharing Cooperative Agreements. (7)Experience with the Procurement Technical Assistance Cooperative Agreement Program (Chapter 142 of Title 10 USC). To the extent practicable, interested organizations should cite relevant contracts, including dates of performance, to demonstrate the experience outlined in topics (3) through (7) above.
