Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation, N00173-09-R-KS01, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-30 and DFARS Change Notice 20090115. The associated small business size standard is $7,000,000. NRL has a requirement for: CLIN 0001: The contractor shall provide two high-speed color video cameras with frame-by-frame synchronous capability in accordance with the specifications; CLIN 0002: The contractor shall provide all Owner’s Manuals and/or Operational Manuals for the cameras; CLIN 0003: The contractor shall provide a Standard Commercial Warranty and Maintenance Plan for the cameras. The cameras shall consist of the following characteristics and specifications and must be portable and PC compatible: 1. High Speed Camera Systems a. Imaging detector or sensor: must be CMOS technology with 1024 x 1024 technologies with equal to or greater than 7000 frames per second with up to 1 million frames per second at reduced resolution. b. Resolution: A resolution size of 20 um pixels or less with low light and high speed capability with 1 usec framing aperture. Each measurement system must have 12 bit resolution or greater with the ability to select dynamic range by specifying bit resolution. c. Lens Configurations: Camera systems must be able to support both C-mount and F-mount lens configurations. d. Controls: The system must be controlled by a Notebook or personal computer (PC) using CAT5 cabling and Gigabit Ethernet and RS422A communications. The system should also have an external visual display control panel for easy setup and operation with or without a computer. e. Computer Software: The system must include software for controlling and processing images for both high-speed video camera systems. Control software must be able to set camera framing rates, aperture, and resolution and trigger modes. Software must be able segment regions of interests, control contrast and brightness. The software must allow user instant replay of stored video data on cameras or on PC. f. Additional Software: Software must include the capability to make displacement measurements and time stamp information required to make velocity measurements from timing information. Additional software must be available for purchase to improve both tracking and analysis of pre-recorded video motion data either in 2-Dimensional (2D) or 3-Dimensional (3D). Video output must be compatible with 2D and 3D tracking software and digital imaging correlation software. g. Memory: Each camera should have a minimum of 16 Gbytes of RAM expandable to 32 Gbytes or greater for a total record time 1 second or greater. 2. Power Requirements: Both cameras must be consistent with US electrical standards of 100 – 240 AC requirements and/or DC voltage optional. 3. Operation Environment a. 0 -40 degrees C b. Shock loads 100g or greater. 4. Owner manual and Operational manual: The manuals must contain operational procedures and guidelines for proper use and care of the system. 5. Maintenance and Warranty: Technical support by email or by phone should be available for trouble shooting and inquiries not specified in the owners and operational manual. A standard commercial warranty shall be provided. Delivery and acceptance is at NRL, Washington, D.C. 20375, FOB Destination. Delivery shall be no later than 31 August 2009. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation--Commercial Items is incorporated. The Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: (1) Technical Merit: The technical capability of the offeror to meet the requirement of the Government (2) Price and (3) Past Performance: Past performance will be evaluated on the basis of the quality of past work performed, supplies delivered, and timeliness of performance or delivery. The evaluation will be based on the information provided in the proposal and other sources not included in the proposal if available. The evaluation will take into account past performance information regarding predecessor companies, or subcontractors that will perform major or critical aspects of the requirement. Technical Merit and Past Performance when combined are significantly more important than price. Offeror must complete the following electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database.: FAR 52.212-3 Offeror Representations and Certifications--Commercial Items and DFARS 252.212-7000 Offeror Representations and Certifications--Commercial Items. In accordance with paragraph (j) of FAR 52.212-3 if changes to the ORCA annual representations and certifications apply to this acquisition, the offeror must clearly identify the applicable paragraphs at (b) through (i) which the offeror has completed for the purpose of this solicitation only. Any changes provided by the offeror are applicable to this solicitation only, and do not result in an update to the representations and certifications posted on ORCA. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The additional clauses cited within this clause are applicable: 52.203-6, 52.219-6, 52.219-8, 52.219-14, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-50, 52.225-13, and 52.232-33. The DFARS clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. The additional clauses cited within this clause are applicable: 52.203-3, 252.225-7012, 252.225-7036, 252.227-7015, 252.227-7037, 252.232-7003, 252.243-7002, and 252.247-7023.The following additional FAR and DFARS clauses apply: 52.204-7 Central Contractor Registration; DFARS 252.204-7004 Alternate A.; and DFARS 252.211-7003 fill in none in (c)(1)(ii) and (c)(1)(iii). Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). The Contract Specialist must receive any questions concerning the RFP no later than 25 March 2009 at 12:00 P.M., local time. An original and 2 copies of the offeror proposal shall be received on or before the response date noted above, 12:00 P.M., local time at the NRL address above, Attn: Kirsten Stanley, Code 3230. The package should be marked with the solicitation number, due date and time. In addition, proposals may be transmitted by e-mail to kirsten.stanley@nrl.navy.mil in either Microsoft Word or pdf format. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205.
