Description
Department of Commerce Regulatory Tracking Software The purpose of this Sources Sought Notice is to conduct market research and gain knowledge of potential qualified sources that can provide and customize workflow management or business process software to track the development, review and clearance of federal regulations. This Sources Sought Notice is not a request for proposal and in no way obligates DOC to award a contract. This Sources Sought Notice contains the currently available information. DOC requires a regulatory tracking system and technical consulting services to implement the system. DOC’s Office of the General Counsel for Legislation and Regulations is responsible for the coordination and management of compliance by Departmental operating units with Executive Orders governing the regulatory process, the Regulatory Flexibility Act and other administrative and procedural regulatory requirements. These functions include maintenance of an inventory of Departmental regulations setting forth the status of regulations proposed or being considered for proposal and the status of reviews of existing regulations, and review and/or coordination and management of the review by Departmental operating units of Departmental regulations. To support these functions, DOC is seeking to acquire workflow management or business process software that could be customized to track the development, review and clearance of regulations generated by both the Department and other federal agencies. The purpose of the resulting regulatory tracking system is to facilitate electronic information transmission and provide a more efficient regulatory clearance process. The system must be: -Web-based. -User-friendly and accessible to approximately 200 users. -Capable of generating one 8-digit and one 15-digit tracking number, in specified formats. -Capable of forwarding draft regulations to multiple parties for their review and clearance, and tracking the dates when clearance has occurred. -Able to generate reports showing where each regulation is within the review and clearance process; the length of time it has been at each stage; and the number of regulations each user is reviewing or has reviewed. Ideally, the system would also be able to interact with or supply data to ROCIS, the Office of Management and Budget’s “Regulatory Information Service Center (RISC) and Office of Information and Regulatory Affairs (OIRA) Combined Information System.” We are seeking firms capable of performing the following tasks: (1) conduct interviews and perform requirements analysis to understand the Department’s business process associated with the review and clearance of Department of Commerce regulations, as well as the review of draft regulations that may be issued by other agencies; (2) customize and configure appropriate COTS to meet these requirements; (3) install the customized software and provide training for up to 200 users; and (4) provide operations and maintenance support for out-years. This requirement is not for software development; the Government is looking for a COTS product that will require minimal reconfiguration to fulfill the stated need. The Government estimates that no more than 500 hours will be needed for contractor interviews and configuration of COTS products. Firms responding to this notice should provide a cost estimate for the first year of a potential five-year contract, to perform at least the first three tasks listed above. The estimate should provide for no more than Responses should also include: company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged, 8(a), HUBZone, Woman Owned, Minority Owned, and/or Service Disabled Veteran Owned Small business. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
