- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Naval Surface Warfare Center, Dahlgren Division intends to procure on a competitive basis two (2) High Voltage Power Supply's with the following specifications: Rated Output Voltage-15KV, Average Charging Rate-12,000J/s at rated Output Voltage, Peak Charging Rate-13,500J/s at rated Output Voltage, Polarity-positive, Power Factor-0.85, Efficiency-85% minimum, Stability-0.2% per hour after 1 hour warm-up minimum, Pulse to Pulse Repeatability-+/-0.1% to 250Hz, Ambient Temperature-Storage: -40 to +80 degrees Celsius Operating: 5 to +45 degrees Celsius, Humidity-10-90% non-condensing, mechanical-19 inches x 20 inches x 9 inches maximum (WxLxH), Cooling-water cooled, Input Voltage-208VAC 3 phase 60Hz, Remote Interface-via 25 pin D-type connector on rear panel. (At a minimum the remote interface shall provide the following inputs or outputs) (1) V Analog: 0-10V analog output corresponding to the output charging voltage waveform (+/-1%), (2) Inhibit: 5 to 15V input that disables ch! arging during high voltage switch recovery, (3) Enable/Reset: 15V input for high voltage on, ground or open to set high voltage off, (4) Voltage Peak: 0-10V output Peak detector of the output waveform, (5) High Voltage On LED: An open collector output that indicates that high voltage is on, (6) High Voltage Off LED: An open collector output that indicates that high voltage if off, (7) Ground: control circuit chassis ground, (8) Over Temperature LED: An open collector output that indicates an over temperature fault, (9) Interlock LED: An open collector output that indicates that an interlock is open, (10) Load Fault LED: An open collector output that indicates an output overload, over voltage, or open circuit condition, (11) Phase Loss LED: An open collector output that indicates the loss of one or more AC input phases, (12) V Program: 0-10V input signal that corresponds to 0-100% of rated output voltage, (13) Inhibit: 0 volt input inhibits unit and a 15v signal allows opera! tion. OTHER: (1) At a minimum the power supply shall be protected against open circuits, short circuits, overloads and arcs, (2) Power supply shall be warranted for one full year, (3) Two [2] owners/operators manuals shall be supplied with the power supply, (4) Power supply shall be fully factory load tested and test results shall be provided with the unit and (5) Power supply front panel shall be fully instrumented and provide at a minimum voltage and current readings, High Voltage status On/Off and fault indicators. Delivery required two weeks after receipt of order. Please include any shipping cost for FOB Destination. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. FBO Destination, Dahlgren VA shall apply. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. The quote number is N00178-09-Q-3013 and is a request for quote. All responsible sources may submit a quote which shall be considered. A written request for quote will not be issued as all items are identified in this synopsis. Quote is due 30 March 2009, no later than 2:00pm (local NSWCDD time) with an anticipated award date by 24 April 2009.
