- The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program (ARP) plans to procure the services of a scientific Writer. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 541990 and the business size standard is $7.0M. This requirement is a 100% small business set-aside. The purpose of this contract is to obtain the services of a scientific Writer/Editor who has extensive expertise writing and editing scientific communications in research fields including, but not limited to, health services and economics, risk factor monitoring and methods, and outcomes research. Tasks may include but not be limited to the following: •Conceptualize, develop and organize major types of documents including journal supplements, book chapters and reports on a range of topics including health services and economics, outcomes research, and risk factor monitoring. •Attend scientific discussions at workshops in the local Washington, DC metropolitan area, summarize for inclusion in websites, and develop summaries for incorporation into professional articles and reports. In the past, ARP has needed such services once or twice per year, for 1-2 day workshop of 35 to 50 attendees each. • Describe the work of the ARP to diverse audiences (e.g., researchers in academics, clinical, governments, and non-profit settings, the general public, media, and policy makers), through a variety of means such as fact sheets, articles, websites materials and presentations. •Critique and edit manuscripts for publication into peer-reviewed journals on a broad range of topics including dietary assessment, tobacco surveillance, health behaviors, obesity, breast cancer screening, patterns of health care, and pharmacoepidemiology. •Update existing content and provide recommendations and guidance in developing new content for ARP Fact sheets. Contractor Requirements: •The contractor shall have a minimum of seven years of scientific writing and editorial experience. The contractor must have writing experience over a broad range of topics including but not limited to health services and economics, outcomes research, quality of care, diet, physical activity, risk factor monitoring, and pharmacoepidemiology. •Experience with specific guidelines for standard formatting styles and structures needed for scientific publications. This can be demonstrated by previous experience writing for a variety of scientific audiences. - •Proficiency in Microsoft Word The period of performance for all tasks shall be from July 16, 2009 or date of award, whichever is later for twelve months with four one-year option periods. Only one award will be made as a result of this solicitation.
