Description
The United States Securities and Exchange Commission (SEC) intends to award a sole source firm fixed-price contract to Rivet Software. Rivet Software was previously under contract with the SEC to develop an XBRL rendering engine to transform raw XBRL documents into a human readable format. The software developed under the previous contract was released on the SEC’s website in December 2008. The additional work covered by this notice includes modifying the existing Rendering Engine software application to add functionality specifically required to support the new mutual fund taxonomies and to fix defects that occur in the ordinary use of the application. To ensure that these new capabilities are in place in time to support the Commission Rules Release 33-9002 Interactive Data to Improve Financial Reporting and Release 33-9006 Interactive Data for Mutual Fund Risk/Return Summary, it is essential that Rivet Software perform the additional work. This allows the SEC to save time and cost by using the contractor that is already knowledgeable on the details of the existing software application uniquely positioned to develop the additional requirements in the most efficient manner. The period of performance shall be one year from the date of award. The SEC intends to negotiate with only one source under the authority of FAR 6.302-1. This is a Notice of Intent, not a solicitation. Information received in response to this Notice will be considered for the purpose of determining whether to conduct future competitive procurements. No solicitation will be issued for this sole source requirement and no other information will be provided.
