- Amendment 1 - 486-09-013 - Sr HIV/AIDS Care and Treatment Technical Advisor The purpose of this modification is to replace Section P and Q in the original solicitation with specific changes detailed on Page 2 and 3 of this amendment. All other terms and conditions in the solicitation remain unchanged. 1. Page 9, replace Section P and Q with the following: “P. Selection Criteria: Applicants will be evaluated on the extent and quality of their education, relevant experience, language and work skills as they relate to this position against the following criteria. In the event there are no qualified U.S. applicants, applications from qualified Third Country Nationals (TCNs) are eligible for award based upon the solicitation evaluation criteria. 1. PRIOR EXPERIENCE: 30 points 1) Possess a Masters in public health or related discipline. Evidence of a clinical (medical or nursing) background and community-based experience is advantageous. Experience or training in addiction science is desirable. 2) Demonstrate required evidence of experience in international public health programs of seven years or implementation of public health programs with at least five years in oversight, design and implementation of HIV care and treatment programs in developing countries. Evidence of work with a US government agency or other international/local organization preferred. 3) Demonstrate the required excellent ability to communicate orally and in writing in English. Vietnamese language skills are advantageous. 4) Demonstrate the required comprehensive knowledge of HIV/AIDS prevention, care, and treatment and support programs. Demonstrate the required specialized knowledge and expertise in HIV treatment and care, including ARV, prevention of opportunistic infections, clinical, ethical, and policy and trade issues involved in HIV/AIDS programming in country and in the region. 5) Knowledge of the Vietnamese Health Systems, government and NGOs. 6) Understanding of sexual health and human rights issues, policy and advocacy as related to HIV/AIDS care and treatment is advantageous. 7) Express the required ability to travel within country and region for extended periods of time. 8) Exhibit the required strong quantitative and analytical skills; computer proficiency. 9) Describe the required ability to work collaboratively with team, government officials and donor agencies. 2. KNOWLEDGE: 20 points 1) Demonstrate the required comprehensive knowledge of the concepts, principles, techniques and practices of HIV/AIDS prevention, care, treatment and support programs. 2) Demonstrate the required specialized knowledge and demonstrated expertise in the area of HIV treatment and care, including antiretroviral therapy, treatment and prevention of opportunistic infections; familiarity with HIV prevention, treatment and support programs in resource-poor settings; knowledge of clinical, ethical, policy and trade issues involved in HIV/AIDS programming in country and in the region required. Knowledge of HIV treatment and care in a population where IV drug addiction is prevalent. 3) Demonstrate the required knowledge and understanding of the Vietnamese Health Systems and the appropriate government and non government entities is critical to the successful performance of the duties assigned to this position. 4) Good understanding of education on sexual health and human rights as well as policy and advocacy issues is advantageous. 5) Understanding and knowledge of US government regulations and procedures is preferred. 3. SKILLS AND ABILITIES: 20 points The incumbent is required to have outstanding judgment and ingenuity to interpret and develop applications and guidelines, and be able to: 1) Demonstrate strong quantitative and analytical skills; 2) Present technical information in concise written and oral form; 3) Plan, develop, manage and evaluate important and complex programs independently; 4) Demonstrate proficiency in word processing, spreadsheets, databases and other computer applications (i.e. Microsoft Office, Excel, PowerPoint, etc.). The incumbent must also have the ability to maintain contacts at all levels of the host government(s) (i.e., from the community level to the Ministerial) and with stakeholders in the non governmental arena in order to explain USAID HIV/AIDS specific project/program policies, objectives and procedures. In the same vein, the incumbent must be able to transmit and interpret host country government and non governmental sector program-related concerns to senior USAID officials and Mission Management. The incumbent must have demonstrated potential to acquire knowledge of U.S. Government legislation relating to HIV/AIDS and development assistance; USAID programming policies, regulations, procedures, and documentation; and a thorough understanding of the objectives, methodology, and status of USAID/Vietnam’s overall Strategic Objectives. The incumbent must be willing and able to travel extensively throughout Vietnam and the Regional countries as/when necessary or requested in direct support of USAID/Vietnam and regional program Strategic Objectives and Goals. 4. COMMUNICATION SKILLS: 15 points • Provide a description of any experience in managing teams and people • Demonstrate outstanding communication and interpersonal skills, flexibility, patience, and conflict / problem solving skills. 5. INTERPERSONAL SKILLS & TEAM WORK: 15 points 1) Demonstrate an ability to work collaboratively with team, government officials and donor agencies. 2) The incumbent must also demonstrate excellent management, interpersonal and teamwork skills in order to: • Facilitate productive professional relationships with other members of the USAID team, USG team, with USAID/Vietnam's implementing partners, and with national counterparts; • Work calmly, tactfully and effectively under pressure: • Demonstrate extreme flexibility; • Effectively manage more than one activity at a time in the performance of HIV/AIDS Project(s) management; and • Work effectively as a team member in an established culturally diverse team environment. Q. Selection Process: After the closing date for receipt of applications, a committee will be convened to review applications and evaluate them in accord with the evaluation criteria. Applications from candidates which do not meet the required selection criteria will not be scored. In the event there are no qualified U.S. applicants, applications from qualified Third Country Nationals (TCNs) are eligible for award based upon the solicitation evaluation criteria. As part of the selection process, final list candidates may be interviewed either in person or by telephone at USAID’s discretion. Reference checks will be made only for applicants considered as finalists. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant’s cover letter, and USAID will delay such reference check pending communication with the applicant. Only finalists will be contacted by USAID with respect to their applications. The final selected candidates must obtain security and medical clearances within a reasonable period of time (USAID will provide details regarding these clearances to the selected candidates). A substantial delay in obtaining either required clearance will make the applicant ineligible for selection. - End of Modification No. 1 -
