- Description
- The U.S. Coast Guard USCG) has a requirement for technical support to assess the adequacy of the stern launch system for Boat Launch-and-Recovery Trials (BLRT) and Rigid Hull Inflatable Boat (RHIB) trials for the National Security Cutter (NSC) class. The U.S. Coast Guard needs to conduct a full-scale technical assessment of the stern ramp system to validate the operational envelope for stern-ramp capable boat; determine needs for system improvement and impact loads on the boat during recovery; develop operational guidance for the cutter and coxswain; and allow comparison with design criteria, model tests and analysis. The information resulting from this program will allow the U.S. Coast Guard to develop operational procedures whereby the operation of the NSC stern ramp system can be carried out with minimal risk to crew and equipment. This will be an Other Than Full and Open Competition Requirement using the services of Science and Technology Corporation (STC). It is the Government belief that only STC can furnish the desired services for the BLRT and RHIB trials. STC has the specialized expertise and experience in the design, installation and operation of data acquisition systems for full-scale trials in this environment. Furthermore STC developed the “SRP Instrumentation Plan for Boat Launch, Recovery and Transfer Systems Trial for the U.S. Coast Guard. Concerns having the expertise, past performance and required capabilities to furnish the above are invited to submit complete information discussing the same duplicate within 10 days of this announcement. Potential sources desiring to furnish these services are required to submit complete and current data to demonstrate expertise and experience in the design, installation and operation of data acquisition systems for full-scale BLRT and RHIB trials for the NSC class. This data must include sufficient information to allow the U.S. Coast Guard to evaluate the proposal relative to the above requirements. Concerns that respond to this notice must fully demonstrate their capabilities to accomplish the above and are to supply pertinent information in sufficient details to demonstrate a bona fide capability to meet the requirements. This information is due within 10 days from the date of this announcement. This announcement is issued in accordance with FAR 6.302-1. No cost or pricing data is required. This is not a solicitation. THIS IS A REQUEST FOR INFORMATION ONLY. The Government does not intend to pay for information requested.
