This announcement constitutes the only solicitation; QUOTATIONS are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is AG-04GG-S-09-0011 and this requirement is being issued as a Request for Quote. The procurement is 100% set-aside for small business. The North American Industry Classification System (NAICS) number is 333924 - small business size standard is 750 employees. The scope of work consists of supply and delivery of (1) Hydraulic Detachable Gooseneck Lowboy. DELIVERY: After notice of award the vendor will have 45 days to deliver the equipment to the Government at US Forest Service, Deschutes National Forest, Automotive Shop, 75 SE Scott St., Bend, OR 97702. The trailer must past inspection before acceptance. The contractor is to furnish and deliver to 75 SE Scott Street, Bend, OR as per technical specifications. Intended Use of Lowboy: The lowboy described herein will be used primarily to transport a fire suppression dozer (D6 high track). It will be subjected to abnormal stresses, vibrations and uses on unimproved mountainous roads. Quality workmanship is required to assure a projected use life of 15 years. Certification: Must comply with the current Federal Motor Carrier Safety Regulations and Federal D.O.T. laws.. Materials and Workmanship: All materials, parts, and assemblies shall be new and of current manufacturing; manufactured by a company that supplies and stocks replacement parts and provides a warranty for their products. Assembly shall be in conformance with standard manufacturing practices. Must also have an air-activated lock pin that is self-locking as trailer and gooseneck come together (no manual pins are accepted. •Positive locking system is required. As transport locks are activated, the air operated lock pin is locked into position in order to prevent lock pin from releasing. •Hydraulic gooseneck support is to be included in order to hydraulically support disconnected gooseneck. Can raise or lower gooseneck in order to reconnect. Must be able to reconnect at a minimum of 4” below ground level •Must have a minimum of 7” from center of frame connection pins to ground level to allow for clearance when reconnecting the gooseneck. Suspension/axles •Tri-axle type with three (3) 22,500 lb axles •16-1/2” x 7” non-ABS air brakes with S-cam brake shoe activators and spring brakes on front two axles, self adjusting slack adjusters •8.25 x 22.5 disc wheels with outboard 10 hole pilot mount hubs •Air ride suspension with raise and lower valve •225.70R x 22.5 - 16PR (H) radial tires.
