- This notice is issued by NASA/Glenn Research Center (GRC) to obtain information onWind Farm Development and solicit responses from interested parties. This document isfor information and planning purposes and to allow industry the opportunity to verifyreasonableness and feasibility of the requirement, propose alternative approaches, aswell as promote competition. Prospective offerors are invited to submit written comments(NO phone calls) or questions to: Melissa Merrill at NASA Glenn Research Center, no laterthan April 30, 2009. When responding, reference NNC09ZH0013L.Description: Glenn Research Center (GRC) proposes to enter into a 20 to 25 year strategicpartnership with a Wind Energy Developer for the development and operation of a wind farmat GRCs Plum Brook Station (PBS) campus located in Sandusky Ohio. GRC intends to issuea solicitation and offer use of approximately 2,000 acres of PBS property for thedevelopment. The selected developer will be the owner/operator of the wind farm and willbe responsible for design, construction, operation, maintenance, and decommissioning. Benefits realized by the wind developer include in-kind use of NASA property, wellestablished return on investment from wind power production, and federal and staterenewable energy production credits. In exchange, a portion of the power generated willbe used to supply GRCs electrical power needs and will be applied toward meeting overallNASA renewable mandates in the Energy Policy Act of 2005 (EPAct 2005) and Executive Order13423.The developer can use the remaining power for revenue generation, as it is tiedinto the grid for regional use. THIS IS NOT A NOTICE OF SOLICIATION. IT IS A REQUEST FOR INFORMATION (RFI) ONLY. NASA does not intend toaward a contract based on this information.
