Description
The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with AMETEK Ortec for the procurement of three (3) “Ruggedized" Coaxial P-type High Purity Germanium (HPGe) Gamma-Ray Detectors under contract number N00173-08-C-2057. AMETEK Ortec is uniquely qualified because the MISTI project has been designed and manufactured to support the mechanical and thermal interface of this vendor’s detectors.The estimated cost increase to the government caused by selecting and implementing another detector interface is approximately $280,000. The MISTI project uses existing germanium detectors manufactured by the proposed contractor. The MISTI project cannot have two different mechanical interfaces to the detectors. Since the existing detectors have the unique interface of one vendor, the remaining detectors must come from the same vendor. The detectors must have the following characteristics; Required energy range: 40 keV to 10 MeV; Relative efficiency: greater than or equal to 100 percent (relative to a 3 inch by 3 inch NaI detector); Energy resolution (Full Width at Half Maximum): less than or equal to 1.3 keV at 122 keV ; Energy resolution (Full Width at Half Maximum): less than or equal to 2.2 keV at 1.33 MeV. Crystal Dimensions: greater than or equal to 85 mm in diameter and greater than or equal to 60 mm in length; Detector Capsule diameter: less than or equal to 108 mm in diameter, Detector Capsule cryostat interface: field removable and compatible with ORTEC Pop Top cryostat interface.The detectors must be delivered within six months after contract award. This notice of intent to negotiate with AMETEK Ortec. All responsible sources may submit a capability statement, proposal, or quotation to the Contracting Officer, Naval Research Laboratory, Code 3230.DB, 4555 Overlook Ave., SW, Washington, DC 20375-5326, which shall be considered by the agency.
