Description
This is an amendment to such solicitation in order to incorporate clarifications to questions from interested parties. This amendment is also issued to extend the closing / response date to 2 April 2009. Below please find answers to questions. You may find copy of the amendement in the hereby provided Fort Buchanan's website or request a copy directly by sending an e-mail to jannette.delgado@us.army.mil. Question 1. Measurements for the 4 doors ? Answer : The doors of the Golf Gate dimensions are: 85 ( H )x 38(W), Hole for the door to include frames; The doors of the PX gate are: 95 (H) x 36 (W), Hole for the doors to include the frames. Contractor is required to make a site verification of measurements after contract award. Question 2. Measurements for the vision panel for the 4 doors? Answer: The dimensions of vision panel is 11(H) x 10 1/2 (W) Contractor is required to make a site verification of measurements after contract award. Question 3. Door locks, goznes and frames : Are they all to be provided by the contractor ? Answer: See CLIN # 0002, as in the solicitation Question 4: Do the dimensions provided include the frame? Answer : Yes. See question # 1 Question 5. In cases where there are more than one glass, say 2 or 3; instead of dividing it as it is in present time, can they be one sole piece of glass? (Then it wouldnt have a frame dividing them in between) Answer: They need to be one sole piece of glass with the frames to reinforced the glass as it is in present time. The correct dimensions for the safety glass are as follows, however, Contractor is required to make a site verification of measurements after contract award. Golf Gate: Front and Back hole for the safety glass 4 feet (H) x 9 feet (W): Quantity 2. Side glasses dimensions are: 5 feet (H) x 4 feet (W). Quantity 4.. Doors: See question # 3 and CLIN # 2 of the solicitation.: 85 ( H )x 38(W), Hole for the door to include frames--Quantity 2 Total Glasses for the PX Gate: 6 PX Gate: Front hole for the safety glass facing PR -28 47 1/2 inches (H) x 6 feet 1/2 inches (W): Quantity 1. Back hole for the safety glass facing the Gas Station: 48 inches (H) x 72 inches (W): Quantity 1 Side glasses dimensions are: 4 feet (H) x 4 feet (W). Quantity 2.. Side glasses dimensions are: 48 inches (H) x 47 inches (W): Quantity 2 Doors: See question # 3 and CLIN # 2 of the solicitation.: 95 ( H )x 36(W), Hole for the door to include frames--Quantity 2 Total Glasses for the PX Gate: 6 **** The Bullet proof glass needs to be divided as it is with the frames to reinforced the glass. Question 6. How is the actual frame anchored to the wall? (what type of material, to know what type of removal well have to perform) Anwer: With concrete screws Question 7. The steel frames are different in each of the gates, in one gate the corners are fully squared and in the other they are not. Can the new safety glasses have the same type of frame? Be it fully squared out in the corners or not fully squared out? Answer : Make them all fully squared. Question 8. Asbestos abatement not included, and not mandatory. Answer: The facilities are constructed of reinforced concrete as stated by DPW. Question 9. Paint quality or specifications?? Finish of Materials (primed) Ex. Acrylic paint, organic paint, anodized finish, etc&. Answer: It has to be Anti-fongus. Exterior Walls - Tan (PANTONE Color number 13-1009 TPX) Metal Doors and Frames - Dark Brown (PANTONE Color number 18-1027 TPX) Interior walls - White Shell (PANTONE Color number 11-0604 TPX) Question 10. Debris removal and disposition by whom? Answer: By the contractor Questsion 11. Paint finish of site, by whom? (interior and exterior) Answer : By the contractor. See Question 9 Question 12. Acceptance of higher grade of materials (Ex. From Level V to Level VIII) Answer: Level V as stated in the solicitation Questioin 13. Test of glass and test of frame, separately or as a unit. Answer : As Unit Question 14. In regards to the SAFETY GLASS Contractor shall provide all labor, material, and equipment necessary for the purchase, removal and installation of safety glass (Level V) at Fort Buchanan, Puerto Rico. Answer: Yes Question 15 a. Level V of what test standard? Answer : The most common commercial standards in the United States are American National Standards Institute (ANSI) / Underwriters Laboratories (UL) 752 and National Institute of Justice (NIJ) 0108.01. Designing windows to resist ballistics is practical and common, however. Ballistic resistant windows are commonly designed based on testing to standards such as those tabulated in Appendix A. It is important to note that window designs to meet those standards must include entire window assemblies including glazing, frames, and connections assembled as they would be in the field. Testing assemblies ensures that all potential impact points on a window provide ballistics resistance. Window designs will usually be proprietary and may use a variety of glazing and frame materials. Manufacturers certify their compliance with the standards, usually through independent testing laboratories. It should be a (UL) Level 8 standard or rating/as listed in the below chart. Question 16. Custom made armored steel frames with safety glass (Level V) Underwriters Laboratories (UL) 752 and National Institute of Justice (NIJ) 0108.01 Answer : See question #5 Question 17. Has the capacity to detain 40 mm (AK-47) An AK-47 assault rifle fires caliber 7.62x39mm ammunition. It does not fire caliber 40mm ammunition. There is no mention of projectile construction; e.g.lead core, mild steel core, or armor piercing. There is no mention of fair velocity range, number of impacts, impact pattern, obliquity, witness panel, etc. Answer : See question 15a Question 18. & and 7.62 mm (AR-15) bullets? An AR-15 assault rifle fires caliber 5.56x45mm ammunition. It does not fire caliber 7.62mm ammunition. There is no mention of projectile construction; e.g. lead core or mild steel core. There is no mention of fair velocity range, number of impacts, impact pattern, obliquity, witness panel, etc. Answer: See question 15a Question 19. In accordance with International Regulation NIJ_STD_0108.1. Certified by HP White Laboratories (USA). NIJ-STD-0108.01 (not NIJ_STD_0108.01) is not an international regulation. It is a test standard published by the U.S. Department of Justice. Answer : See question 15a Question 20. According to the conversation with Mr. Craig B. Dunn of H.P. White Laboratory the standard for NIJ_STD_0108.1 does not meet the requirements for the AK-47 and/or AR-15. NIJ-STD-0108.01 does not have a provision for the ammunition fired from either the AK-47 or AR-15 assault rifle. Answer : See question 15a Question 21. In reference to the Level V we must require what type of test (force entry?). Answer : Construction of guard facilities should meet the minimum ballistic requirements of UL 752 Level V. The doors should be of steel plate (armor) 7/16 in as illustrated in the chart below. This is based on the UFC 4-023-.07.. Question 22. Acceptance of tested materials as aluminum in lieu of steel. Is it allowed ? Answer : NO it must be steel. See question #5 Question 23. Doors on the two guard house are not the same height. can you provide details for fabrication to correct for the same heigth? Answer : See question # 1 Question 24. Can you provide a description on how the guard house was fabricated?(first guard house visited) Answer: Reinforced concrete as stated by DPW. Question 25. THE THICKNESS OF THE DOORS? Answer : 2 1/4 thickness Question 26. THE COLOR OF THE DOORS? Answer: See answer to Question 9. Question 27. THE TYPE/MODEL OF HARDWARE (ELECTRONIC, WITH KEYS?) Answer : Mortise locks -Sergeant- type with keys as the one in place.
