- RFQ Letter & Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisitions Regulation, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation issued as Request for Quote (RFQ) Number DG1352-09-RQ-0372. This solicitation document incorporated Statement of Work, provisions and clauses. The provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. NAICS number is 541720. Business Size Standard is $6.5 Million. The Government intents on awarding a Firm Fix Price contract with an estimated value of $25,000 - $45,000. DESCRIPTION: Department of Commerce Minority Business Development requires a contractor to prepare a research paper. MBDA will conduct stakeholders' meetings with finance industry representatives and will co-host an Access to Capital Forum to identify barriers faced by MBEs in accessing needed capital (equity and debt) and to identify and to develop innovative financing solutions for MBEs minority-owned businesses. The contractor will participate in the Access to Capital Forum and any subsequent stakeholders' meetings as necessary. The contractor is responsible for preparing a final research paper, which is due July 31, 2009. The research paper should focus on innovative financing solutions to increase capital access for MBEs given the current economic environment. The research paper should include: (1) literature review and data of the challenges minority business enterprises face particularly in the current economic/financial environment, (2) an analysis of the types of solutions that would better support increasing the access to capital, and (3) quantified growth potential in job creation and increased sales if innovative financing solutions are implemented. The Government reserves the right to award without discussion; therefore each offeror is encouraged to submit their best terms with their proposal. Failure to submit the required information for evaluation may render the offer non-responsive. Offerors shall include a fully executed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer.
