Description
The Federal Bureau of Investigation (FBI) intends to negotiate Indefinite Delivery-Indefinite Quantity, fixed price contracts (base and four one year option periods) for the procurement of digital microwave transmitters, receivers and related "state of the market suggest state of art instead of market" video transmission systems. The systems and equipment being developed under the Radio Frequency (RF) Initiative perform the function of providing a transmission medium from the point of video capture (camera) to the final destination point through any one or several of the following means: fixed point-to-point microwave, microwave repeaters and microwave diplex systems central receive systems and aircraft downlink microwave systems. Existing FBI video microwave systems are comprised of equipment that predominately employs the use of analog technology to include video cameras, microwave transmission systems and video recorders. The initial point from which video signals enter the RF Initiative's domain may be an overt camera, covert camera or an airborne camera. The primary objective of this effort is to replace current analog technology with more spectral efficient and effective digital technology in Government bands of spectrum. Contractors proposing on this solicitation will be required to submit sample equipment and systems with their proposal. The RFP# E007216R will be issued in accordance with FAR Part 15. This RFP is being conducted as an unrestricted procurement. This solicitation will be available on or after April 13, 2009 and will be distributed solely through the General Services Administration's Federal Business Opportunities website http://www.fbo.gov. Hard copies of the solicitation document will not be available. All future information about this acquisition, including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All questions regarding this procurement must be submitted to Lauren Caperton at Lauren.Caperton@IC.FBI.GOV. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. In addition, interested parties must also be registered and have completed the On-Line Representations and Certifications Application (ORCA).
